RESOLUTION NO. 66
(Series of 2005)

A RESOLUTION SUPPORTING AND ADOPTING NAGA CITY COUNCIL RESOLUTION NO. 2005-150, OPPOSING THE PASSAGE OF JOINT HOUSE RESOLUTION NO. 1


WHEREAS, pending before the Senate of the Philippines is House Resolution No. 1 which sought exemption for 23 towns for the new requirements for cityhood, embodied in Republic Act 9009;

WHEREAS, the said law, wisely enacted by Congress is aimed to respond to the advocacy of the League of Cities of the Philippines against unwarranted, runaway conversion that threatens the viability of existing cities;

WHEREAS, it can be noted that through the said conversion, municipalities registered a heftier gain as they receive major Internal Revenue Allotment (IRA) increase while cities lose heavily and bear heavier burdens amidst a deteriorating economy;

WHEREAS, the need for the Senate of the Philippines to hold in abeyance House Resolution No. 1 is imperative as well as the review of the sharing scheme of the IRA under the Local Government Code as a result of the said conversion. For this, Olongapo City urges the Senate to look into this issue with utmost concern;

WHEREAS, the City Government of Olongapo joins the City Government of Naga in expressing strong opposition to House Resolution No. 1 that seeks to convert 23 municipalities into cities without the benefit of applying the new income requirement provided for in Republic Act 9009, which amended section 450 of Republic Act 7160, otherwise known as the Local Government Code of 1991;
NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to support, as it hereby supports and adopts Naga City Council Resolution No. 2005-150, opposing the passage of Joint House Resolution No. 1.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copy of Naga City Council Resolution No. 2005-150 be made as integral part of this Resolution.

Let copies of this Resolution be furnished the Senate of the Philippines and the House of Representatives for their information and action.
