RESOLUTION NO. 38
(Series of 2005)

A RESOLUTION STRONGLY SUPPORTING SENATE BILL NO. 1402, OTHERWISE KNOWN AS, “AN ACT ESTABLISHING A COMPREHENSIVE JUVENILE JUSTICE SYSTEM AND DELINQUENCY PREVENTION PROGRAM, CREATING THE OFFICE OF THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION UNDER THE DEPARTMENT OF JUSTICE, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES.”


WHEREAS, the presence of around 68,000 children in the country’s adult prison contributes greatly to the encumbrance of this society. Most of the said children are illegally detained for minor offenses, mere suspicion and are denied due process of law.

WHEREAS, these children experience the worst conditions in prison like starvation, physical and sexual abuses, diseases, as well as mental and physical breakdown.

WHEREAS, each and every Filipino should protect the children, being the future of the succeeding generations, that these children should be given equal opportunity for food, shelter, education and love of family along with the community, they deserve.

WHEREAS, the total of more than 1,500 local legislative bodies around the country should unite to change the present system and uplift the lives of these young members of our nation by supporting the proposal to establish a comprehensive juvenile justice system and delinquency prevention program.

NOW THEREFORE, on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves A Resolution Strongly Supporting Senate Bill 1402, otherwise known as “An Act Establishing A Comprehensive Juvenile Justice System And Delinquency Prevention Program, Creating The Office Of Juvenile Justice And Delinquency Prevention Under The Department Of Justice, Appropriating Funds Therefore And For Other Purposes”.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this resolution be furnished to the Philippine Councilor’s League for their support and the Senate for their consideration.
