Committee Reports
Councilor Atienza gave an update on the committee hearings he presided that morning. The following are the details:
1. The alleged inaction of Barangay Captain Alejandro Ubungen of New Cabalan as complained was discussed. The differences between the parties concerned were not settled. For this, Councilor Atienza required the complainants to formalize their complaint into an affidavit under oath, attach the said affidavit and other pertinent documents supporting the said complaint and submit the same within the period mandated by the procedural requirements under the BGB rules and procedures. Copies thereof shall be furnished to the respondent, Brgy. Captain Ubungen.
2. Councilor Atienza also exerted his effort so that the issue between the contending parties at New Asinan will arrive into an amicable settlement. For this, he also instructed them to formalize their complaints through an affidavit under oath, furnishing a copy thereof to the respondent Brgy. Capt. Rolando Apalit of Asinan. Councilor Atienza will be submitting his recommendation on the given matter.
Regarding the Mini-fair at Brgy. Kalalake, Councilor Atienza reported that Brgy. Capt. Dante delos Santos readily undertook the relocation of the mini-fair in a place not fronting the school and had committed that their operation will only commence on the date required and that is on August 26.
Councilor Cajudo gave the following salient points from various meetings regarding the Committee on Transportation:
1. The indorsement of the newly formed Gordon Heights Olongapo Tricycles Operators and Drivers Association, Inc. or GHOTODA, signed by her, noted by Brgy. Capt. Damian delos Santos and submitted for the Mayor’s approval.
Series of meetings had already been conducted on this regard where representations from the requesting party coming from Gordon Heights, Kgd. Fortin, School Principals, and members from GHODA, GHODTSCI and OCSCSMTSCI Cooperatives had attended.
In this meeting, an agreement has been arrived to grant the said request but the time of operation should be limited from 9:00 p.m. to 6:00 a. m. only with the route at Block 1 of Woodhouse up to Mercurio, from Blocks 1 to 27 only. Tricycles should only send-off passengers but they are not allowed to pick-up on their way back. This matter is still subject to the decision of the Sangguniang Panlungsod, she said. In effect, a draft ordinance had been furnished everyone for their information.
2. A meeting between the Olongapo Tipo Transport Service Cooperative and the residents of Canda St., had been set to discuss the complaints regarding cleanliness, abandoned vehicles, the residents’ access to their respective garages and other matters. For this, a Memorandum of Agreement had been drafted and furnished to the said transport cooperative and the barangay. The recommendation of the City Health Department had already been included in the said MOA. The agreed limited number of units in the said terminal as discussed with the former City Mayor Kate H. Gordon will be the subject of their next meeting.
3. Another meeting was held regarding the legalization of public utility vans, FXs, taxis and school service vehicles where inputs from the TMB and other departments had been consolidated.
Regarding the Committee on Appropriation, Councilor Cajudo called the attention of the body if they can act now on the approval of the Php1,220,059.34 appropriation because the subject contract states the approaching due date and that the certification of the availability of funds had already been released by the City Treasurer.
Councilor Piano made note that President Gloria Macapagal-Arroyo signed an Executive Order that splits the functions of the SBMA Administrator. Under Executive Order 340, the Chairman of the SMBA Board of Director will be designated to head the agency but the day to day operations will continue to be the responsibility of the Administrator as Chief Executive Officer to be known as CEO of SBMA. In this regard, the President is expected to announce soon the two new appointments who will take over the two functions. For this development, the Councilor reminded the body that they need to recommend to the President our representative to the SBMA Board. He also inquired if the body will retain our present representative or inclined to nominate a new one. He stressed that this matter, through coordination with the Mayor’s Office, is a matter of urgency.
Councilor Buenafe informed the body that a committee hearing regarding the creation of the City Youth Development Board had been conducted last Aug. 10, 2004. This was attended by Presidents of Students Councils in different colleges in the City like the Holy Infant Jesus College, Columban College, Metro Subic College, Subic Bay College, Inc. and Virgen delos Remedios College. Various Youth Organizations like the YMCA, Olongapo Jaycees, Pag-asa Youth Association, Kaunlaran Kabataan Production and the church-based Singles for Christ at St. Joseph Parish were also present in the said meeting. The students were very grateful because they were invited and given the opportunity to express their views and opinions regarding the creation of the said board, which is also subject for approval as an ordinance.
The Presiding Officer clarified if the said creation will not duplicate the functions of the SK and the proponent announced that it will not.
Councilor Cajudo also informed the body regarding the death of Mrs. Cynthia Zagala, President of the Girl Scouts of the Philippines., National Office and Mrs. Josefa R. dela Rama. She also recommended the body to pass resolutions extending our condolences to their families.
Councilor Gordon reported that his Committee conducted a series of saturation drives for the past few weeks along Magsaysay Drive and Rizal Avenue. For three weeks, they had already caught around 25-30 rugby boys between the ages of 9 to 17. Most of them are apprehended at the Kalaklan Bridge. He also raised the concern regarding minors placed at OCARE, who will sneak out afterwards, which is a never ending problem. He shared this concern with Councilor Bebeth Marzan so as to fix the problem.
Regarding prostitutes apprehended at Mart 1, the Councilor stated that they can only pursue changes under the Vagrancy Act.
He also added that through the help of Councilor Marzan and the DSWD representative an entrapment procedure was successfully conducted at the Ideal Lodge. It was reported that there are under age prostitutes there. Through the said operation, even their pimps were apprehended. By virtue of the Under Age Children Act, they can be charged for trafficking.
Councilors Atienza added that even the owner/operator of the said establishment can also be charged under R.A 7610.
Councilor Gordon cleared that they are working for the closure of the said establishment as well as the filing of charges to the owner, who had been involved before in a pedophilia case.
The Presiding Officer also instructed Councilor Gordon to check on the same cases at the red jeep terminal near Columban College.
Councilor Atienza also clarified that by virtue of R.A 7610, the owner of the establishment involved in the said crime of trafficking has greater liability. That is why, there is a need to enforce the said law and penalize the owners of the Ideal Lodge, he said.
Councilor Gordon also raised the concern that they cannot charge those apprehended at Mart 1 for prostitution unless there is a proven penetration since the law states so. They can only be charged with vagrancy. For this, Councilor Atienza will provide the specific provisions of the Revised Penal Code against prostitution to aid them in this concern.
Councilor Piano commended the said committee for their accomplishment in the said operation.
Councilor Atienza stressed that this is one of the benefits when councilors performs their non-legislative functions which are part of their duties as public officials.
With regard to the protection of victims of prostitution, Councilor Perez shared that together with Councilor Bella Asuncion, they are working for the passage of an ordinance creating the local committee for the implementation of the Anti-Trafficking Act 2003.
With regard to minor offenders, Councilor Cajudo also relayed the reports that the City Mall management had apprehended a 7-year old child who snatched the cellphone of a 13-year old child.The young offender is now in the custody of the City Social Welfare and Development Office. It is recommended to increase the security personnel in the Mall.
For another concern at the Mall, Councilor del Rosario reported the increasing graffiti at the comfort rooms and everywhere. For him, it is not the problem of adding security guards but on the strict implementation of security measures. Also, he noted that Watsons and Chowking have their own back doors where customers can still enter. For this matter, he recommended that the entrances and exits be centralized.
Councilor Cajudo, on the results of the fare matrix discussion for the Tipo-Olongapo City route, stated that there is a 50 centavo-increase in the fare.
Councilor Marzan, updated the body on some development in relation to the creation of the City Youth Development Board.
Her committee met with business establishments specifically owners of hotels and lodges for the proposal of discount packages for youth to be availed during youth related activities, in line with Education, Arts, Culture and Sports. The individual or group shall present their certification from the Board to attest that there is indeed an on-going youth activity. This is to safeguard the said young people who will be availing the said discount.
Councilor Marzan also made highlight on the meeting conducted with the parents of the students of the Gordon College on the collection of Related Learning Experience (RLE) fees. The copy of the rules and regulations regarding the said collection will be submitted to the Secretariat.
The Councilor also apprised the body on the meeting conducted with regard to the Committee on Social Welfare. She is thankful for the efforts of Councilor Gordon of the Committee on Peace and Order, Ms. Gene Eclarino of CSWD and Councilor Andrada for mapping out preventive and curative measures with regard to our youth with special needs. Once the plans and guidelines are laid down, the committee will be submitting the same. Her committee also discussed to the Mayor, the revival of the curfew hours on minors through massive information campaign. It was agreed that the City will bring back the siren every 9:30 p.m. as a warning sign for the 10:00 p.m. curfew and the 10:30 p.m. siren as a warning sign for 11:00 p.m. curfew during Fridays and Saturdays.
The Presiding Officer also instructed Councilor Marzan to look into the operation of OCARE so as to put an end on the said cycle.
Councilor Cajudo invited her colleagues for a meeting on Monday, 9:00 a.m. to discuss matters regarding Resolution No. 689 coming from Zamboanga.
The Vice-Mayor and Presiding Officer reported on the successful hosting of the Regional Finals of the Milo Marathon here in Olongapo City where 10,985 runners participated. He thanked Councilor Buenafe for her 2-week-straight effort for the said affair and Mayor Bong Gordon, Councilors Aquino, Atienza, Piano and Perez, Mr. Angie Layug and STV-6 for airing the said event. The Best Cheering Squad was garnered by the Gordon College and while the Biggest Delegation Award was bagged by Columban College.

Regarding the Mini-fair at Brgy. Kalalake, Councilor Atienza reported that Brgy. Capt. Dante delos Santos readily undertook the relocation of the mini-fair in a place not fronting the school and had committed that their operation will only commence on the date required and that is on August 26.
Councilor Cajudo gave the following salient points from various meetings regarding the Committee on Transportation:
1. The indorsement of the newly formed Gordon Heights Olongapo Tricycles Operators and Drivers Association, Inc. or GHOTODA, signed by her, noted by Brgy. Capt. Damian delos Santos and submitted for the Mayor’s approval.
Series of meetings had already been conducted on this regard where representations from the requesting party coming from Gordon Heights, Kgd. Fortin, School Principals, and members from GHODA, GHODTSCI and OCSCSMTSCI Cooperatives had attended.
In this meeting, an agreement has been arrived to grant the said request but the time of operation should be limited from 9:00 p.m. to 6:00 a. m. only with the route at Block 1 of Woodhouse up to Mercurio, from Blocks 1 to 27 only. Tricycles should only send-off passengers but they are not allowed to pick-up on their way back. This matter is still subject to the decision of the Sangguniang Panlungsod, she said. In effect, a draft ordinance had been furnished everyone for their information.
2. A meeting between the Olongapo Tipo Transport Service Cooperative and the residents of Canda St., had been set to discuss the complaints regarding cleanliness, abandoned vehicles, the residents’ access to their respective garages and other matters. For this, a Memorandum of Agreement had been drafted and furnished to the said transport cooperative and the barangay. The recommendation of the City Health Department had already been included in the said MOA. The agreed limited number of units in the said terminal as discussed with the former City Mayor Kate H. Gordon will be the subject of their next meeting.
3. Another meeting was held regarding the legalization of public utility vans, FXs, taxis and school service vehicles where inputs from the TMB and other departments had been consolidated.
Regarding the Committee on Appropriation, Councilor Cajudo called the attention of the body if they can act now on the approval of the Php1,220,059.34 appropriation because the subject contract states the approaching due date and that the certification of the availability of funds had already been released by the City Treasurer.
Councilor Piano made note that President Gloria Macapagal-Arroyo signed an Executive Order that splits the functions of the SBMA Administrator. Under Executive Order 340, the Chairman of the SMBA Board of Director will be designated to head the agency but the day to day operations will continue to be the responsibility of the Administrator as Chief Executive Officer to be known as CEO of SBMA. In this regard, the President is expected to announce soon the two new appointments who will take over the two functions. For this development, the Councilor reminded the body that they need to recommend to the President our representative to the SBMA Board. He also inquired if the body will retain our present representative or inclined to nominate a new one. He stressed that this matter, through coordination with the Mayor’s Office, is a matter of urgency.
Councilor Buenafe informed the body that a committee hearing regarding the creation of the City Youth Development Board had been conducted last Aug. 10, 2004. This was attended by Presidents of Students Councils in different colleges in the City like the Holy Infant Jesus College, Columban College, Metro Subic College, Subic Bay College, Inc. and Virgen delos Remedios College. Various Youth Organizations like the YMCA, Olongapo Jaycees, Pag-asa Youth Association, Kaunlaran Kabataan Production and the church-based Singles for Christ at St. Joseph Parish were also present in the said meeting. The students were very grateful because they were invited and given the opportunity to express their views and opinions regarding the creation of the said board, which is also subject for approval as an ordinance.
The Presiding Officer clarified if the said creation will not duplicate the functions of the SK and the proponent announced that it will not.
Councilor Cajudo also informed the body regarding the death of Mrs. Cynthia Zagala, President of the Girl Scouts of the Philippines., National Office and Mrs. Josefa R. dela Rama. She also recommended the body to pass resolutions extending our condolences to their families.
Councilor Gordon reported that his Committee conducted a series of saturation drives for the past few weeks along Magsaysay Drive and Rizal Avenue. For three weeks, they had already caught around 25-30 rugby boys between the ages of 9 to 17. Most of them are apprehended at the Kalaklan Bridge. He also raised the concern regarding minors placed at OCARE, who will sneak out afterwards, which is a never ending problem. He shared this concern with Councilor Bebeth Marzan so as to fix the problem.
Regarding prostitutes apprehended at Mart 1, the Councilor stated that they can only pursue changes under the Vagrancy Act.
He also added that through the help of Councilor Marzan and the DSWD representative an entrapment procedure was successfully conducted at the Ideal Lodge. It was reported that there are under age prostitutes there. Through the said operation, even their pimps were apprehended. By virtue of the Under Age Children Act, they can be charged for trafficking.
Councilors Atienza added that even the owner/operator of the said establishment can also be charged under R.A 7610.
Councilor Gordon cleared that they are working for the closure of the said establishment as well as the filing of charges to the owner, who had been involved before in a pedophilia case.
The Presiding Officer also instructed Councilor Gordon to check on the same cases at the red jeep terminal near Columban College.
Councilor Atienza also clarified that by virtue of R.A 7610, the owner of the establishment involved in the said crime of trafficking has greater liability. That is why, there is a need to enforce the said law and penalize the owners of the Ideal Lodge, he said.
Councilor Gordon also raised the concern that they cannot charge those apprehended at Mart 1 for prostitution unless there is a proven penetration since the law states so. They can only be charged with vagrancy. For this, Councilor Atienza will provide the specific provisions of the Revised Penal Code against prostitution to aid them in this concern.
Councilor Piano commended the said committee for their accomplishment in the said operation.
Councilor Atienza stressed that this is one of the benefits when councilors performs their non-legislative functions which are part of their duties as public officials.
With regard to the protection of victims of prostitution, Councilor Perez shared that together with Councilor Bella Asuncion, they are working for the passage of an ordinance creating the local committee for the implementation of the Anti-Trafficking Act 2003.
With regard to minor offenders, Councilor Cajudo also relayed the reports that the City Mall management had apprehended a 7-year old child who snatched the cellphone of a 13-year old child.The young offender is now in the custody of the City Social Welfare and Development Office. It is recommended to increase the security personnel in the Mall.
For another concern at the Mall, Councilor del Rosario reported the increasing graffiti at the comfort rooms and everywhere. For him, it is not the problem of adding security guards but on the strict implementation of security measures. Also, he noted that Watsons and Chowking have their own back doors where customers can still enter. For this matter, he recommended that the entrances and exits be centralized.
Councilor Cajudo, on the results of the fare matrix discussion for the Tipo-Olongapo City route, stated that there is a 50 centavo-increase in the fare.
Councilor Marzan, updated the body on some development in relation to the creation of the City Youth Development Board.
Her committee met with business establishments specifically owners of hotels and lodges for the proposal of discount packages for youth to be availed during youth related activities, in line with Education, Arts, Culture and Sports. The individual or group shall present their certification from the Board to attest that there is indeed an on-going youth activity. This is to safeguard the said young people who will be availing the said discount.
Councilor Marzan also made highlight on the meeting conducted with the parents of the students of the Gordon College on the collection of Related Learning Experience (RLE) fees. The copy of the rules and regulations regarding the said collection will be submitted to the Secretariat.
The Councilor also apprised the body on the meeting conducted with regard to the Committee on Social Welfare. She is thankful for the efforts of Councilor Gordon of the Committee on Peace and Order, Ms. Gene Eclarino of CSWD and Councilor Andrada for mapping out preventive and curative measures with regard to our youth with special needs. Once the plans and guidelines are laid down, the committee will be submitting the same. Her committee also discussed to the Mayor, the revival of the curfew hours on minors through massive information campaign. It was agreed that the City will bring back the siren every 9:30 p.m. as a warning sign for the 10:00 p.m. curfew and the 10:30 p.m. siren as a warning sign for 11:00 p.m. curfew during Fridays and Saturdays.
The Presiding Officer also instructed Councilor Marzan to look into the operation of OCARE so as to put an end on the said cycle.
Councilor Cajudo invited her colleagues for a meeting on Monday, 9:00 a.m. to discuss matters regarding Resolution No. 689 coming from Zamboanga.
The Vice-Mayor and Presiding Officer reported on the successful hosting of the Regional Finals of the Milo Marathon here in Olongapo City where 10,985 runners participated. He thanked Councilor Buenafe for her 2-week-straight effort for the said affair and Mayor Bong Gordon, Councilors Aquino, Atienza, Piano and Perez, Mr. Angie Layug and STV-6 for airing the said event. The Best Cheering Squad was garnered by the Gordon College and while the Biggest Delegation Award was bagged by Columban College.
