Call to Order

City Vice-Mayor and Presiding Officer, Cynthia G. Cajudo, called the session to order at 4:25 in the afternoon.

With eleven (11) Members and the Acting Presiding Officer present, a quorum was declared.


Reading and Adoption of Minutes

On motion of Councilor Gregorio M. Elane, the body approved the adoption of the minutes of its Regular Session held last January 21, 2004.

First Reading:

1. Draft Resolution No. 2004–R-08 – A Resolution Designating Councilor Rexy Gregorio-Cruz As “Ambassadress Of Goodwill” Of The City Of Olongapo To Hawaii Which She Will Visit On February 17 To March 4, 2004. Unanimous. (Referred to the Committee as a Whole)

2. Draft Resolution No. 2004–R-09 – A Resolution Ratifying The Negotiated Contract Entered Into By The City Mayor With Haidee Construction And Development Corporation Pertaining To The Construction Of The Olongapo City Hall Building Extension Project Amounting To Five Million Five Hundred Thirty Three Thousand Four Hundred Thirteen Pesos And 33/100 (PhP5,533,413.33) Sponsored By Councilor Noel Y. e. Project of Precinct for the May 10 National and Local Elections dated February 4, 2004 furnished by the Commission on Elections, Office of the Election Officer, this city.

2. Letter from Esmenia B. Sitchon, College Administrator, Gordon College, to the Presiding Officer and Members of the City Council on their celebration of their foundation day with the theme “Gordon College Exulting in Excellence,” The event is slated on February 17 to 20, 2004. They are appealing for monetary support to help produce the much needed fund and also inviting the Vice Mayor for the said affair as their guest of honor.

3. Resolution No. 1, Series of 2004 from Barangay Old Cabalan, entitled, A Resolution Authorizing Barangay Captain Rolando S. Alba, Sr., To Enter Into A Memorandum Of Agreement (MOA) With The DPWH For The Implementation Of The Kalsada Ko, Aalagaan Ko” Project.

4. Letter from Maria Socorro M. Francisco, MD, Asst. City Health Officer and OIC, JLGAMM informing that the said market was able to collect a total of PhP270,235.00 for the month of January. This includes the payment of delinquent fees amounting to PhP121,460.00 as compared to the income of the market for the same period last year, this month’s income is higher by PhP95,405.00. Also attached to this letter is the Comparative Report of Rani Cruz, Market Superientendent for East Bajac-Bajac Public Market with an increase of P105.35 and P14,026.00 increase for the City Abattoir.

5. Letter from the City Mayor to the City Vice-Mayor informing that the Presidential Commission on the Visiting Forces Agreement (VFA), Department of Foreign Affairs will undertake the RP-US Balikatan Exercises on February 28 to March 7, 2004 at Clark Field in Pampanga. The Commission is tasked to organize and oversee local coordinating committees that will assist in the performance of the functions of the Commission pursuant to Section 2(g) of Executive Order No. 199 and requesting attendance in a meeting on Thursday, February 12, 2004 at 10:00 a.m. The undersigned and all concerned officials will convene to organize an Area Task Force and Local Monitoring Council. Mr. Ariel Y. Abadilla, Executive Director of the Commission and Asst. Secretary on American Affairs will be in attendance.

6. Memorandum from Merlito J. Majarucon, General Services Officer regarding:

a. Bidding for hardware/software computer accessories for PUD on February 10, 2004, 11:00 AM at GSO; and

b. Bidding for office furniture & equipment for UBSP Reach-Up & City Health Department on February 10, 2004, 10:30 AM at GSO.

7. Lakbay-aral from the Liga ng mga Barangay of the Municipality of Tapaz, Capiz on February 10, 2004. The group is composed of 57 pax headed by Hon. James G. Glumalid and is expected to arrive at the City Hall at 9:00 a.m.

8. Copy of Negotiated Contract between the City of Olongapo, represented by City Mayor Katherine H. Gordon and Haidee Construction and Development Corporation represented by Rommel T. Concepcion, Vice President/AMO, in the amount of PhP5,533,413.33 pertaining to the construction of the Olongapo City Hall Building Extension Project.

9. Invitation from Tom & Teray Barr, 3140 Enger St., Honolulu, HI on the Commissioning Ceremony of PNCS (SW) Thomas E. Barr, USN to Chief Warrant Officer on March 1, 2004.

14. Summary report of PNP Daily Incidents from February1 to 8, 2004 submitted by Councilor Anselmo A. Aquino, Chairman, Committee on Police and Public Safety.

15. Letter from Alicia S. Javier, National President, Philippine League of Secretaries to the Sangguniang, Inc. (PLEASES) informing the City Mayor that the PLEASES 6th General Assembly will be held on March 16-19, 2004 at Butuan City. Former DOT Sec. Richard J. Gordon was invited among others thereby requesting that the Secretary to the Sanggunian be authorized to attend.

16. Letter from the Personnel Officers Association of the Philippines, Inc. regarding accreditation as a Training Institution of the Personnel Officer Association of the Philippines, Inc. Enclosed are HRM activities for 2004.

17. Financial Statement of Olongapo Nite Market as of January 2004. Net Income is P126,980.00

18. Invitation to a meeting for Vice Mayor Cajudo with Dr. Perlita Basa on February 11, 2004.

19. Invitation for Vice Mayor Cynthia G. Cajudo to be the Inducting Officer of the Madonna Sorority of Guardians Brotherhood, Inc. on February 28, 2004, 8:00 P.M. at the Barangay Barretto Covered Court.

20. Acknowledgement of the letter reply relative to the complaint of Mr. Antonio J. Andaya against Brgy. Chairman Damian P. delos Santos, Jr. from the Presidential Action Center, Office of the President.

22. Memorandum form Dr. Julie U. Reyes, General Manager, Public Utilities Department inviting the Chairman, Committee On Public Utilities Bids and Awards Committee (BAC) Members PUD Projects Team/Technical Evaluation Committee to attend the presentation of Aboitiz due diligence study of PUD Power Distribution System in connection with the proposed privatization of PUD at 10:00 Am on February 12, 2004 at the Session Hall.


Committee Report

Councilor Manglicmot shared to the body his feedback on the consultative workshop conducted by the World Bank which he attended last February 10, 2004 at Makati City. The said workshop is all about the study on decentralization of service delivery of local government units. Inorder to develop our ability to source revenue, one of the facets of the said workshop, we need to capitalize on information technology, he said. The Councilor enjoined Councilor Piano to be of assistance in this regard.

Further, Councilor Manglicmot noted that it is now high time for the City to conduct an inventory and titling of real properties through a registration drive/campaign to be conducted in coordination with the Registry of Deeds. He also recommended that the said office (Registry of Deeds) be transferred within the City Hall premises. This will significantly help increase local government revenues on real properties and pave way for other sources of taxation.

The Councilor also turned over the textbook “Philippine Decentralization and Service Delivery Study” to the Council and furnished the Office of the City Mayor through City Administrator Liza Zavalla some reference materials on this regard.

On his next report, Councilor Manglicmot called the attention of Councilor Atienza regarding some concerns on the pole rentals pursuant to Ordinance No. 1, Series of 2004 which imposes a rental fee of Php250 per PUD pole used by CATV and PILTEL.

He inquired of the inclusion of the provision on the said Ordinance authorizing the Mayor to enter into a Memorandum of Agreement with the user , since the National Electrification Agency (NEA) prescribes in Resolution No. 60, Series of 1993 the rental of not more than Php180 per pole per year. The prevailing rate in Region 3 is even lower at Php 108 per pole per year depending on the size and weight of cable attachment to the pole.

Councilor Atienza replied that he needed to research if the City’s PUD is confined within NEA rules and later aired his opinion that it is better for the City to authorize the City Mayor to negotiate with the said companies regarding the pole rentals instead of providing one resolution for all. Once negotiations are settled, another resolution will be approved.

Councilor Paulino, reported that last February 9, 2004, he witnessed a house about 3 : 00 a.m. at Elicano St., East Bajac-Bajac. Through a call with the KHG Fire rescue team, that came just on time, the fire was immediately declared under control. One person was rushed to the hospital. Councilor Rexy Cruz was also present on the said incident.

Councilor Elane shared to the body of his participation in welcoming the delegation of Lakbay-Aral from Capiz last February 10, 2004. The said delegation is composed of barangays officials, captains and other leaders. He is with Councilors Aquino, Asuncion, Andrada and Cruz

Councilor Elane also mentioned that he represented the City Mayor in welcoming the graduating high school students from public schools in a Guidance and Counseling Program for secondary school students. Through its coordination with the Head of Department of Labor and Employment (DOLE), Zambales District, the students were briefed on what courses they are to take after graduation.

Vice-Mayor Cajudo added that this program was still on going that afternoon to brief those secondary graduates from private schools.. About 2,100 students attended.
