RESOLUTION NO. 20
(Series of 2004)

A RESOLUTION STRONGLY INDORSING THE APPROVAL OF SENATE BILL NO. 848 ENTITLED, “AN ACT INCREASING THE MONTHLY SALARIES
OF CONTRACTUAL WORKERS BY FIFTY PERCENT (50 %) OF THEIR MONTHLY SALARY AND/OR DAILY COMPENSATION AND
FOR OTHER PURPOSES”


WHEREAS, Article II, Section 18 of the 1987 Constitution provides that, “The State affirms labor as primary social economic force. It shall protect the rights of workers and promote their welfare”. It is likewise provided in Article XIII, Section 3 that, “The State shall afford full protection to labor, local and overseas, organized and unorganized, and to promote full employment and equality of employment opportunities for all”;

WHEREAS, Senate Bill No. 848 entitled “An Act Increasing the Monthly Salary of Contractual Workers by Fifty Percent (50 %) of their Monthly Salary And/or Daily Compensation And For Other Purposes,” sponsored by Senator Panfilo Lacson aims to discourage devious schemes to subvert the right of security of tenure and other labor rights;

WHEREAS, such act will commensurate the deprived benefits and somehow ease the plight of our labor sector specifically those in the contractual basis, thus, the City joins the proponent in achieving the cause of the proposed measure;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to strongly indorse, as it hereby strongly indorses the approval of Senate Bill No. 848 entitled, “An Act Increasing The Monthly Salary Of Contractual Workers By Fifty Percent (50 %) Of Their Monthly Salary And/Or Daily Compensation And For Other Purposes”

Let a copy of this Resolution be furnished the Senate of the Philippines for their information and action.
