Call to Order

City Vice-Mayor and Presiding Officer, Cynthia G. Cajudo, called the session to order at 6:10 in the evening.


Roll Call

With ten (10) Members and the Acting Presiding Officer present, a quorum was declared.


Reading and Adoption of Minutes

On motion of Councilor Gregorio M. Elane, the body approved the adoption of the minutes of its Regular Session held last January 28, 2004.

Draft Resolution No. 2004 – R-10 – A Resolution Authorizing The City Mayor To Enter Into Memorandum Of Agreement With Viadoma Enterprises Pertaining To The Purchase Of A Medical Equipment (Ultrasound Machine) For The James L. 5. Copy of Resolution No. 2, Series of 2004 of Barangay Old Cabalan, entitled, “A Resolution Authorizing Barangay Treasurer Ferita Saturno To Withdraw The 30% Share Of Barangay Old Cabalan On Real Property Tax (RPT) In The Amount Of One Hundred Thousand Pesos Only (PhP100,000.00).

6. Minutes of the regular meeting of the Sangguniang Barangay Officials (SBO) of Barangay West Tapinac, Olongapo City held on January 30, 2004 at the Barangay Hall.

7. Copy of the letter for Mayor Katherine H. Gordon from Rogelio P. Leon, Municipal Mayor of the Municipality of Kapangan, Province of Benguet congratulating Mayor Gordon for achieving the prestigious award for being the “Most Child Friendly City” and requesting for accommodation of eight (8) parents, 22 members of the MCPC, LGU and Plan Staff on February 24-25, 2004.

8. Request letter addressed to the City Mayor with attention to Dr. Perlita C. Basa, Schools Division Superintendent, Olongapo City for a copy of the Rules and Guidelines for the CLRAA Meet.

9. Letter from Barangay Chairman Napoleon F. Capistrano, addressed to the City Vice Mayor transmitting Barangay West Bajac-Bajac Ordinance No. 1, Series of 2004, entitled, “An Ordinance Authorizing The Barangay Annual Budget To Include In The Annual Appropriation The Amortization For The Loan From The development Bank Of The Philippines Which Was Intended For The General Renovation OF The West Bajac-Bajac Public Market” (Referred to Councilor Gregorio A. Manglicmot)

10. Letter from Naomi T. Arzadon, Asst. Schools Division Superintendent addressed to the City Mayor appealing for an additional financial assistance for pyrotechnics. These will be used in the fireworks display after the opening program on February 29, 2004.

11. Petition letter from the residents of Barangay West Tapinac headed by Benjamin R. Arellano, President, Barangay Sr. Citizens Association “SULO” to the City Mayor bringing attention the health hazards that might affect them regarding the installed cell site at the rooftop of Nordsmaire Hardware Store at #635 Rizal Avenue, West Tapinac. The said cell site was installed within the vicinity of densely populated residential area where the health of the people are being threatened by the ill-effects of the harmful radio frequency radiation emitted by the antennas of this cell site. 1. Letter of Felicisimo Ladiero, President, J-10 Kapisanan ng Tabacuhan, Sta. Rita Operators, Drivers Association (KATSARODA), this city, dated February 17, 2004 requesting that they be allowed again to ply the route to the Main Gate from 4:00 to 8:00 A.M;

2. Memorandum of Agreement between the James L. Gordon Memorial Hospital (JLGMH) and VIADOMA ENTERPRISES for appropriate action;

3. Letter of Atty. Cora Jane Pacleb-Baleros, Acting Election Officer IV, Commission on Elections, Olongapo City, dated February 13, 2004 inviting all local candidates of Lakas-CMD to attend a meeting on Thursday, February 19, 2004, 2:00 P.M. at the Session Hall, Sangguniang Panlungsod, this city, to discuss the common poster areas where local candidates are authorized to post their campaign materials and the sanctions to be imposed on those who will violate the guidelines set by the Comelec; and

4. Memorandum of Vicente J. Tolentino, Chief, Disaster Management Office and Deputized City Civil Defense Coordinator dated February 16, 2004 on DMO’s General Emergency Plan for the forthcoming Central Luzon Regional Athletic Association (CLRAA) Meet 2004 to be held in this city.

14. Letter from the City Mayor to the Sangguniang Panlungsod for financial assistance from the Department of Tourism (DOT) requesting to consider an ordinance appropriating an additional amount of PhP845,000.00 as temporary advances from the General Fund to be repaid immediately once the disbursement documents are forwarded.

15. Souvenir Program on the 25th Silver Anniversary Celebration of the Olongapo City Girl Scout Council with the Theme: Our Rights, Our Responsibilities.

16. Summary report of PNP Incidents from February 9 to 15, 2004 submitted by Councilor Anselmo A. Aquino, Chairman, Committee on Police and Public Safety.

17. Copy of Bid Bulletin No. 1 – Bidding of electrical materials for Lot 21. Informing everyone that the pre-bidding scheduled on February 20, 2004 was moved to February 19, 2004, 10:30 a.m. at GSO.

Manglicmot, the body unanimously approved Draft Ordinance 2004-O-10 – An Ordinance Appropriating The Amount Of Nine Hundred Thousand Pesos (PhP900,000.00) For The Six (6) Units Low Cost Housing Project Of Jubilee Homes For The Poor on second and final readings.

B. The body deferred actions on the following items on Second Reading, on motions of their respective proponents:
