RESOLUTION NO. 24
(Series of 2004)

A RESOLUTION SUPPORTING THE ZAMBOANGA CITY SANGGUNIANG PANLUNGSOD RESOLUTION NO. 689, SERIES OF 2004


WHEREAS, the City of Olongapo received a copy of Zamboanga City Resolution No. 689, soliciting support on their proposal to President Gloria Macapagal-Arroyo to amend the rules and regulations implementing Republic Act 9295, otherwise known as “The Domestic Shipping Development Act of 2004; and to strongly plead to retain the privileges enjoyed by the Shippers Association especially on the transship cargo privileges of 50% deduction in freight, and likewise the 30% increase of cargo fare proposed in the said 7th Draft of the IRR, including the restoration of the requirement of public hearing in the granting of accommodation in the adjustment of fare rate for passengers not only for third class passenger but also for the first and second class passengers fare rates;

WHEREAS, R.A. 9295 will allow domestic shipping lines to increase their freight, cargo fare and passenger rates up to four (4) times a year or thirty (30%) percent a year, the City of Olongapo affirms the analysis of the Zamboanga Shippers Association
that the said act will discourage Small and Medium Enterprises in Mindanao and will put
a burden on products specially those coming from Mindanao;

WHEREAS, in this motion the City of Olongapo is set to will for the common good, for and in consideration of the would-be plight of the affected entrepreneurs who are contributors in uplifting our economy;

NOW THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to support, as it hereby supports the Zamboanga City Resolution No. 689;

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be furnished Her Excellency Gloria Macapagal-Arroyo and the City Government of Zamboanga for their information and record.
