A RESOLUTION EXPRESSING NO OBJECTION ON THE APPLICATIONS OF
INNOVE COMMUNICATIONS, INC. FOR THE ISSUANCE OF CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO RENDER AND PROVIDE INTERNATIONAL AND DOMESTIC LEASED LINE SERVICES IN THE TERRITORIAL JURISDICTION OF THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) AND OLONGAPO CITY TO CHARGE THE CORRESPONDING RATES THEREFOR WITH PRAYER FOR PROVISIONAL AUTHORITY (SBMA Case No. 04-001) AND FOR THE ISSUANCE OF CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO ESTABLISH, INSTALL, OPERATE AND MAINTAIN LOCAL EXCHANGE CARRIER SERVICE PARTICULARLY INTEGRATED LOCAL TELEPHONE SERVICE WITH PUBLIC PAYPHONE FACILITIES AND PUBLIC CALLING STATIONS WITHIN THE TERRITORIAL JURISDICTION OF THE SUBIC BAY METROPOLITAN AUTHORITY AND OLONGAPO CITY TO CHARGE THE CORRESPONDING RATES THEREFORE WITH PRAYER FOR PROVISIONAL AUTHORITY (SBMA Case No. 04-002)


WHEREAS, the exclusive contract of existing telecom provider in Subic Bay Freeport expired last June 2004;

WHEREAS, a reliable telecommunication system is an essential requirement of both existing and potential investors of the City and Subic Bay Freeport;

WHEREAS, Innove Communication Inc., being a 100% subsidiary of Globe Telecom, one of the country’s leaders in telecommunication industry, will certainly provide a world-class telecommunication technology which is a vital tool to the City’s development specially in its long term goal as a future cyber city;

WHEREAS, franchise tax from the telecommunication industry will undoubtedly benefit the City;

NOW THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses no objection on the applications of Innove Communications, Inc. for the issuance of certificate of public convenience and necessity to render and provide international and domestic leased line services in the territorial jurisdiction of the Subic Bay Metropolitan Authority (SBMA) and Olongapo City to charge the corresponding rates therefore with prayer for provisional authority (SBMA Case No. 04-001) and for the issuance of certificate of public convenience and necessity to establish, install, operate and maintain local exchange carrier service particularly integrated local telephone service with public payphone facilities and public calling stations within the territorial jurisdiction of the Subic Bay Metropolitan Authority and Olongapo City to charge the corresponding rates therefore with prayer for provisional authority (SBMA Case No. 04-002).

Let copies of this resolution be furnished to Subic Bay Metropolitan Authority, Department of Telecommunications and Innove Communications Inc. for their information and action.
