RESOLUTION NO. 45
(Series of 2005)
A RESOLUTION EXPRESSING PROFOUND SORROW OVER THE UNTIMELY DEMISE OF PHILIPPINE NATIONAL RED CROSS (PNRC) GOVERNOR AND FORMER PHILIPPINE INSTITUTE OF VOLCANOLOGY AND SEISMOLOGY (PHIVOLCS) DIRECTOR, DR. RAYMUNDO S. PUNONGBAYAN AND CONDOLING WITH HIS BEREAVED FAMILY
WHEREAS, Dr. Raymundo S. Punongbayan, Former Director of the Philippine Institute of Volcanology and Seismology (PHIVOLCS) and Governor of the Philippine National Red Cross (PNRC) died on April 28, 2005 while on an official mission;
WHEREAS, the entire nation joins the Philippine scientific community lament over the loss of the man who successfully predicted the Mount Pinatubo eruption, one of the world’s biggest volcanic eruptions in the last century and the geologist who was instrumental in making the concepts of volcanoes and earthquakes understandable by the “common tao”;
WHEREAS, through his efforts, Phivolcs served as the constant sentinel of natural hazard mitigation and as such produced educational materials on volcano monitoring, earthquakes and other disasters where Phivolcs earned such a distinguished stature here and abroad through his exceptional contributions and servant-leadership;
WHEREAS, Olongapo could not have survived the wrath and ravages of Mount Pinatubo eruption and all its after effects, without the ingenuity of the man who through intense research mitigated the greater damages of the said eruption. For this, Olongapo City will forever be indebted to the man who literally burned brows and provided scientific relief for this cause which translated to the preservation of lives and properties;

WHEREAS, without a haze of tiredness, Dr. Punongbayan carried out the exciting quest of his field even after his retirement as Phivolcs director in December 2002. He could have opted to be a consultant for related fields in the United States or in Japan after the said retirement but “RSP,” as he was fondly called by his colleagues, pursued a greater homebase assignment for the PNRC. Indeed, service to his motherland was his comfort zone;
WHEREAS, even at the hour of his death, the PNRC Governor together with eight others, hovered over the skies of Aurora and Nueva Ecija for an aerial assessment of various natural hazards, to evaluate the safest rehabilitation site and resettlement area for the calamity-stricken residents of Aurora, a mission spearheaded by Senator Richard J. Gordon;
WHEREAS, “poor and simple,” as described by his family, RSP will always be the well-loved, eandearing and affectionate “Daddy”. The Punongbayans are proud to have the wealth of their father’s name, a legacy, untarnished by any season of life;
WHEREAS, the City Government and people of Olongapo join the Punongbayan Family in their moment of grief and pray that they will find solace in God’s mercy and comfort;
NOW, THEREFORE, with the unanimous accord of the members of the Sangguniang Panlungsod present;
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to express, as it hereby expresses profound sorrow over the untimely demise of Philippine National Red Cross (PNRC) Governor and former Philippine Institute of Volcanology and Seismology (PHIVOLCS) Director, Dr. Raymundo S. Punongbayan and condoling with his bereaved family.
Let a copy of this Resolution be furnished the bereaved family of Dr. Raymundo S. Punongbayan for their information and record.
