Call to Order

The Acting Presiding Officer, Gregorio M. Elane called the session to order at 5:10 in the afternoon.

With ten (10) Members and the Acting Presiding Officer present, a quorum was declared.

Reading and Adoption of Minutes

On motion of Councilor Rolen C. Paulino, the body approved the adoption of the minutes of its Regular Session held last February 4, 2004.

Letter from the City Mayor to the Sangguniang Panlungsod pertaining to the proposed purchase and installation of Escalator Equipment for the use of the Olongapo City Commercial and Cultural Center (Lot 21 Mall) and requesting to pass a resolution authorizing the City Mayor and the City Treasurer to negotiate with the Development Bank of the Philippines and to sign all documents pertaining to the opening of the Domestic Letter of Credit and the eventual purchase of Escalator Equipment in the total amount of PhP4.5 Million through loan financing from DBP. Committee Report

Councilor Atienza informed the body on the complaint received by his office regarding the overpricing in tricycle fares. This was reported by a teacher from West Tapinac who was billed with thirty-pesos from Victory Liner to Tapinac School. Councilor Atienza recommended that this situation be addressed as we prepare for the influx of visitors for the upcoming CLRAA Meet.

Another concern that the Councilor would want to address is the cleanliness of the Tapinac Oval, the main venue of the CLRAA Meet. It has been observed that the said venue is not clean enough. He advised that the barangay captain in charge, through the help of the ABC President be mandated to conduct immediate cleaning of the place. Other schools, such as in Sta. Rita even conducted fogging and thorough cleaning, which the Tapinac perimeter direly needs.

Councilor Atienza clarified that BLOOM needs to participate in the public bidding. Further, they are still required to submit a certification that the price they offer is lower than what other gasoline dealers provide. He also noted that this is what Councilor Asuncion is concerned about since the price thereof in the local market fluctuates.

Councilor Andrada proudly shares to the body that the City Health Department exceeded their target in the Ligtas Tigdas 2004 Program. They were able to reach 151% for the Ligtas Tigdas and 105.57% for the Vitamin A Supplementation. They are currently conducting mapping operations where they aim to reach 46,000.

Councilor Paulino aired other matters of significance regarding the CLRAA Meet. One of which is the need for parking spaces considering that Donor St. where the Oval is situated is a very narrow road besides the fact that the place is highly populated. Another concern is the rampant stealing of vehicle side mirrors.

Councilor Piano told that the police already apprehended one of the thieves. But he believes that they are many of them who are on this crime.

Vice-mayor Cajudo replied that the foreseen parking problem for the CLRAA had already been discussed during the CLRAA Committee meeting.

Councilor Paulino also made a follow-up about the increasing number of street children in Magsaysay during night time. Since we are expecting many visitors for the said event, it will not be a good reflection for the City if we will continue to see them on the streets.

Vice-Mayor Cajudo moved that we need write and inform the Mayor regarding the said matter and copies thereof need to be furnished the Department of Social Welfare and Development, Philippine National Police and the barangays.

Councilor Paulino made a note on the road construction of Kessing/Elane St., between 14th and 16th Streets where frequent road work stoppage is observed. Moreover, the main water line was badly affected by the said road work that no water is being supplied in the community.

The Councilor would want to put it on record that this road project is being complained about “kasi project daw po ito ni Congressman.”

Councilor Piano kept the body posted on the City College’s celebration of the death anniversary of Hon. James Leonard Gordon last Friday. He also informed the body of the on-going summer hire program, where entrance examinations are being conducted and the cut off grade to qualify that said examination had already been lowered to 75.

Councilor Manglicmot recommended the Council to ask the presence of the City Legal Officer so that they would know the background of her appointment.
