Call to Order

City Vice-Mayor and Presiding Officer, Cynthia G. Cajudo, called the session to order at 4:45 in the afternoon.

Roll Call

With ten (10) Members and the Presiding Officer present, a quorum was declared.

Reading and Adoption of Minutes

On motion of Councilor Gregorio M. Elane, the body adopted the minutes of its Regular Sessions held last December 9, 19 and 23 one after the other.

First Reading:

1. Draft Resolution No. 2004 – R-05 – A Resolution Approving The List Of Remaining Priority Projects Of Olongapo City. (PP 2004-2). Sponsored By Councilor Gregorio M. Elane

2. Draft Ordinance No. 2004 – O-03 – An Ordinance Extending The 20% Discount On The Advance Payment Of Real Property Taxes Due For Tax Year 2004 As Provided Under Sec. 15, Article 4 Of City Ordinance No. 81, Series Of 2002 Otherwise Known As “An Ordinance Providing For The Olongapo City Revenue Code 2002”. Sponsored By Councilor Gregorio A. Manglicmot.
3.Draft Ordinance No. 2004 – O-04 – An Ordinance Appropriating The Amount Of Five Hundred Thousand Pesos (PhP500,000.00) Under Maintenance And Other Operating Expenses Of The Environmental Sanitation & Management Office (ESMO). Sponsored By Councilor Rexy Gregorio-Cruz

Communications Read:

1. Letter from Corona Management Center of the Philippines informing everyone that they will be having a three-day Executive Forum on highly interesting and knowledge-enhancing topics at the LGU level.

2. Copy of the list of outstanding obligations (in-lieu share and unpaid power accounts) of Subicwater as of November and December 2003 inclusive of interests and penalties amounting to P699,566,811.06 and 713,973,743.01, respectively.

3. First Indorsement from the City Mayor forwarding to Sangguniang Panlungsod the letter of Dr. Pacita E. Alcantara, City Health Officer dated January 7, 2004 requesting public information-dissemination drive for the “LIGTAS TIGDAS 2004”, also known as the Philippine Measles Elimination Campaign (PMEC) on January 19 to February 29, 2004.

4. Copy of apprehension from Jan. 9-12, 2004 for various violations of City Traffic Ordinances and other related laws submitted by Traffic Management Board.

5. Letter from the City Mayor requesting Sangguniang Panlungsod to consider an ordinance appropriating the amount of P500,000.00 to the following items, to wit:

Gasoline, Oil & Lubricant Expense P450,000.00
Repairs & Maintenance – Motor Vehicles 50,000.00
P500,000.00

both under MOOE of the ESMO, to be taken from the Unappopriated Balance of the General Fund.

6. Copy of the Monthly Accomplishment Report for the period covering Dec. 1-31, 2003 of the KHG Fire-Rescue Team.

7. First Indorsement from the City Mayor forwarding to the Sangguniang Panlungsod the Annual Accomplishment Report for CY 2003 from Oscar DG. Agustin, City Assessor, dated January 9, 2004.

8. Letter from the City Mayor forwarding to the Sangguniang Panlungsod another list of remaining priority projects which is scheduled for bidding on Feb. 6, 2004 in the amount of P13,878,920.65.

9. Letter from the City Mayor requesting the Sangguniang Panlungsod on the following:

· Ratification of the contract referring to the City Hall Building Extension project undertaken by Haidee Construction and Development Corporation which is still under construction;
· That the Mayor may be given an authority to enter into a negotiated contract with Haidee Construction and Development Corporation in the amount of P5,533,413.33; and
· Consider an ordinance appropriating an amount of P5,533,413.33 for the said project to be taken from the Unappropriated Balance of the General Fund.

10. Copy of the Comparative Income Report of Market and Slaughterhouse for the month of December 2003.

11. Memorandum from the City Accountant, Dennis R. Martinez informing everyone that the closing of 2003 Books of Accounts and Liquidation of Cash Advances will be on January 15, 2004.

12. Comparative Income Report of Market and Slaughterhouse for the month of December 2003 submitted by Rani C. Cruz, Market Superintendent.

13. Copy of the Notice for Bidding for Constructions Materials for Olongapo Museum Interior Designs on January 15, 2004, 10:30 A.M. at the General Services Office.

14. Copy of the memorandum from Dr. Julie U. Reyes, General Manager, PUD addressed to the City Mayor regarding Amnesty On Payment For Overdue Account.

15. Letter from OIC-Assistant Director Mariano A. Gabito, MNSA, DILG, QC acknowledging receipt of Ordinance No. 154, Series of 2003.

16. First Indorsement from the City Mayor forwarding to the Sangguniang Panlungsod the letter of Mrs. Amelia J. Gordon, Chairman, Philippine National Red Cross-Olongapo City Chapter dated January 12, 2004 requesting financial subsidy in the amount of PhP500,000.00 to be remitted to PNRC National Headquarters as part of the chapter quota in the Fund Campaign for 2004.

17. Letter from the City Mayor requesting the Sangguniang Panlungsod for an appropriation ordinance in the amount of PhP9,325,377.60 for the electrical system requirement of the Olongapo City Cultural and Commercial Center (Lot 21 Mall).

18. Copy of Summary Report of PNP Daily Incidents From January 1 to 14, 2004 submitted by Councilor Anselmo A. Aquino.

19. Copy of an invitation for the Retirement Party of Dr. Arnulfo B. Corpuz amd Mrs. Angelita C. Corpuz, Sta. Rita Elementary School, Olongapo Distrct II on January 16, 2004 at 4:00 PM.

20. Memorandum from Elizabeth Zavalla for Vice Mayor Cynthia G. Cajudo regarding Update On The Status Of Poverty Survey.

21. Copy of an e-mail letter from Mr. Todd Pepper informing everyone that he and Councilor Cassivi will be in Olongapo City on February 24 for their last Technical Exchange under the current protocol agreement between Windsor and Olongapo.

Committee Report

Councilor Gregorio A. Manglicmot reported the request of the City Treasurer to extend the 20% discount on the real property payment up to February 15, 2004. Said request was justified under Section 251 of the Local Government Code. This recommendation aims to generate more revenue for the City Fund. He also mentioned the request of the same to create eight (8) positions under the Real Tax Division in order to provide supervisory personnel at the operational level, planning and coordinative function at the said Office. He also said the urgent need to grant amnesty for delinquent consumer of Public Utilities Department.

Councilor Andrada updated the body on the Ligtas Tigdas 2004 Nationwide Campaign and mass vaccination of all children born from February 1, 2003 and all nine (9) months and less than eight (8) years of age against measles. Vitamin A capsules will be given to children nine (9) months and below six (6) years of age. Said Program will be launched on January 20, 2004 wherein several Regional Health Officials will come to support the campaign.

Councilor Rexy G. Cruz informed the Honorable Body of the coming Subicwater Board Meeting on January 19, 2004 and she asked of any concern that needs to be raised to the Board.

Councilor Edwin J. Piano reported the second wave of Subic Bay Reunion were 25 World War II Veterans arrived on January 13, 2004 accompanied by the Military Historical Tour Director Ed Henry and crew of the Discovery Channel. The visitors will commemorate the 60th Anniversary of Bombing Hell Ship or Oryoku Maru wherein they will donate as part of their activity 12 boxes of medical supplies and 5 bags of linens as sign of gratitude for the hospitable medical attention provided to their old co-veteran who joined the last Subic Bay Reunion who got sick during the affair.

A Resolution Authorizing The City Mayor To Enter Into A Negotiated Contract With Haidee Construction And Development Corporation Pertaining To The Construction Of The Olongapo City Hall Building Extension Project Amounting To Five Million Five Hundred Thirty Three Thousand Four Hundred Thirteen Pesos And 33/100 (PhP5,533,413.33). Unanimous.

10. A Resolution Expressing The City’s Profound Gratitude To The Hospital Donation Project Rendered By The Knightsbridge International For The James L. Gordon Memorial Hospital Made Possible Through The Collaborative Efforts Of The Subic Bay Alumni Foundation (SBAF) And The Military Historical Tours. Unanimous.

11. A Resolution Requesting The Honorable James “Bong” Gordon, Jr., Congressman, First District of Zambales To Provide A PhP5.5 Million Pesos Funding For The Purchase Of A New Ultrasound Machine For The James L. Gordon Memorial Hospital (JLGMH). Unanimous.
