Committee Reports
Councilor Atienza asked the body their recommendations regarding the composition of the Barangay Grievance Board pursuant to Ordinance No. 58, Series of 2002 and Ordinance 75 – A Series of 2002. Since the appointed members of the said Board had already ended last June 30, 2004 the nature thereof is co-terminus with the local chief executive, the Councilor requested his colleagues to submit their recommendations to fill-up the following positions :
Member of Sangguniang Panlungsod chosen by that body
Representative from the education sector
Representative from the business sector
Representative from the religious sector
Representative from the Integrated Bar of the Philippines
Barangay Chairman to be chosen on rotation basis
The Councilor stressed that the City Mayor has the ultimate discretion in choosing the said members and the Council’s act is but recommendatory.
On another concern, Councilor Atienza relayed to the body his recommendation regarding the mini-fair of Barangay Old Cabalan in relation to the celebration of their fiesta where he stressed that the establishment thereof shall only commence on August 25, 2004. This corresponds to the barangay’s execution of a Deed of Undertaking in favor of the City as the said ordinance directs so.
Councilor Atienza added that on the same note, the Honorable City Mayor already approved the request of Barangay New Kalalake about the establishment of their mini-fair. However, the Ordinance states that it can only commence a month before the celebration which coincides with the feast of San Lorenzo Ruiz on September 26, 2004.
The Council Secretary assured Councilor Atienza that a copy of the said Ordinance had already been furnished to the Mayor’s Office.
Also, he asked permission and authority from the Presiding Officer to review the City Tax Code and Regulatory Fees in response to the sentiments and cry of businessmen regarding the same.
The Vice Mayor and Presiding Officer granted the said requests and recommended him also to refer the said matter in accordance to the Barangay Micro-Business Entrepreneurs (BMBE) Law and tasked Councilor del Rosario to assist Councilor Atienza on the said matter.
Councilor Cajudo relayed to the body salient points on the public hearing conducted last July 17, 2004 regarding fare increase of tricycles for hire. City Mayor James Gordon Jr., Councilors Asuncion and Gordon, TMB Consultants, PNP Commander, Julius Domingo, Mr. Lito Majarucon and Barangay Chairman Capistrano, Mr. Delos Santos, vendors, balikatan and drivers are among those who attended the said public hearing.
In the said hearing, Mr. Armando Corsino and Mr. Mario Parungao explained the following details for the said increase:
a. the required boundary for their tricycles increased to as much as Php100;
b. Increased price of diesel and gasoline;
c. Increased price of spare parts; and
d. All incidental increases had already been experienced.
It was also discussed in the said hearing that pursuant to Section 9 of Ordinance 29, Series of 1992, the applicant per unit shall pay Php300.00 as payment for the fare increase. For this, Mr. Pineda reacted and stated that they were exempted in the said payment. Councilor Cajudo also inquired why it happened so, when nobody can exempt them unless they submit their petition to amend the subject ordinance.
In the proposed measure, Councilor Cajudo said that the fare will be Php5.00 per passenger from the terminal to the point of destination. The passenger will be charged with Php5.00 provided that he/she is willing for another passenger to ride at the same vehicle.
The following points/agreements were also discussed :
a. Senior citizens should present their ID’s to avail of the 20% discount.
b. Public utility tricycles are allowed to transport their passengers from their zone to another zone and to operate on national highways but are allowed at the right side lane only.
c. All presidents who underwent the seminar can act as deputized officials to implement the said ordinance.
d. TMB personnel are to apprehend public utility tricycles that are not on their respective zones or are picking passengers in another zone. They are also authorized to impound the said vehicles when necessary.
According to Councilor Cajudo, Councilor Gordon announced that all complaints regarding traffic enforcers should also be reported to his office. He also informed the attendees that he received complaints of residents at Canda and Dahl Streets regarding terminal cleanliness, noise and smoke pollution. For this, Councilor Cajudo said that she reminded the operators and drivers that any violation of our Ordinances will be subject to the revocation of their franchises.
She also said that another meeting was set on July 15, 2004 at 2:00 p.m. which was the subject also of her next report.
This time, she apprised the body that she met with the Public Utility Vehicle Officials, terminal Team Leaders, presidents and officers and informed them on the operations of the transportation office. Terminal cleanliness, use of urinals of J-013 and J-07 as provided by Barangay East Bajac-Bajac as well as the user’s fee of Php1.00, Trip Cutting of J-01 and J-011 had also been discussed.
Additional concerns such as the request of the Gordon Heights teachers and other concerned citizens in the said Barangay for another tricycle route as well as on the collection of terminal fees per unit and citation tickets issued by the City Health Officer on unsanitary terminal area were tackled. Mr. Dansel of Zone 4 raised two problems: the clogged drainage canal at Rizal St., Barretto and the apprehension of colorum tricycles.
Councilor Cajudo said Councilor Brian Gordon explained that due to the lack of TMB personnel to be assigned in barangays, his committee will be coordinating with the different barangays for the submission of three representatives from their respective barangays who will undergo a seminar. After which will be deputized as barangay traffic enforcers. They will be authorized to issue citation tickets.
Councilor Cajudo also informed the body that operators of J-10 requested for an authorization for them to operate from Tabacuhan to SBMA via Rizal Avenue from 4:00 am to 8:00 am which was approved by the former City Mayor Kate H. Gordon.
Another request received by her office is the conduct of survey with regards to the measurement of kilometer post raised by J-13 passengers since this will affect the fare matrix of the said route. A meeting with Barangay Chairman Ubungen, Barangay Officials, Chairman Benjamin Diket of the transport group, DPWH and LTFRB Officials scheduled on July 22, 2004 is set for the said matter.
The Vice Mayor and Presiding Officer Paulino suggested the inclusion of colorum vehicles at Baloy Beach and their request for franchise in their deliberation/meeting. This is so, since they were denied before for the reason that they were just transporting and operating inside a private property.
Councilor Piano informed that two job fairs were simultaneously conducted on July 16, 2004. One of which was held at the Rizal Triangle Multi-Purpose Center was participated by 11 overseas employment agencies and 11 local employers. A total of 1,431 job seekers were registered. The other was conducted at the SBMA Gym where participated by some 25 SBMA locators. There are 2,000 registrants out of the approximately 4,000 people who went in the job fair.
Also, Councilor Piano shared that the Committee on Telecommunications and Information Technology convened last week to discuss the present status and future plans of the City’s computerization project. One of which is the upgrading of the Sanggunian legislative information system which was thoroughly studied. In the future, we will have a system with a powerful search engine, an interactive application that will be available online, he added. This means that the work of the Council will be available at the internet. Further, the domain name Sangunian.com have already acquired and registered and our common e-mail address is olongapo@sangunian.com. Members of the City Council who wish to have this special e-mail address can avail of the same for free.
The Presiding Officer also made a follow-up on the City’s computerization program conducted by Amellar.
Councilor Marzan laid out the justifications on the procurement of Persona C25 Desktop Card Printer and peripherals at the Gordon College as discussed by the Members of the Committee on Education, Councilors Cajudo and Buenafe.
The following reasons were:
1. To safeguard the college and its students from security threats;
2. The new ID system guarantees a durable output since it is printed on PVC card;
3. Based on time and motion study on the present ID system versus the new one confirmed that the new ID system will only take 30 minutes from the students picture taking and signature to printing of the new ID; and
4. Cost of the new ID is pegged at Php35.00 while Php45.00 for the old system.
Further, the said equipment was assured to serve as a revenue generating project for the Gordon College since it can be utilized by other City Government departments for their ID requirements.
Also Councilor Marzan, apprised the body that the Gordon College populace increased by 154% that is from 177 students to 1,512 this year and 375% increase since it started operating in 1999. The figures justify that the purchase of the five additional computer equipment peripherals will even be insufficient for the future operational requirement of the college.
The Councilor also stated that there are 55 classes being run from Monday through Friday at the Tapinac Elementary School. Further request for equipment and supplies had also been made since they deem that it is not safe to transport them, from the college to the said elementary school. As such, air conditioning units, exhaust fans for the school clinic, improvised audio visual room and HRM laboratory, bookshelves, racks and other office furniture for the college library are among others. The said library supplies will help the institution qualify to the minimum standard of CHED which requires at least 5 books per title per subject in the curriculum. Last June, the council already appropriated for the amount needed for the purchase of 3,000 books. Purchase requests for student folders, class cards, library cards and property stickers were also made as they were essential in the conduct of operations of the school.
Vice Mayor Paulino suggested that since we intend to use the ID equipments for other departments, the City might as well use the same for the ID requirements of drivers and vendors.
Regarding the Committee on Parks, Playgrounds and Wildlife, Councilor Perez mentioned that she paid a visit to the City Nursery. She observed that there were few ornamental plants and fruit bearing trees there. For this, she desired to increase the said plant supply by requesting from the Ecology Department of the SBMA and the management of SBFZ locators which maintain their own nursery such as the Freeport Services Corporation and the SBDMC for their donation of plant seedlings to the City.
Secondly, the Councilor also shared that upon coordination with Ms. Marilyn Osio, in-charge of the City Beautification, status report on Marikit, Leo and Volunteer Parks had already been forwarded to her office. She also requested the consideration of the body for the purchase of a tri-bike which costs PhP3,200 which will be used for transporting heavy branches of trees and other plants.
The Presiding Officer instructed Councilor Perez to look on the status of the mini-zoo at Old Cabalan.
Councilor Perez also made clear that Chairman Alba of Old Cabalan went to her office and stated that what he issued is a Barangay Certification. Upon further clarification, it was noted that the Barangay Chairman stood as witness to one the sale of lot inside the proposed mini-zoo.
The Presiding Officer commended Councilor Aquino for his efforts. He also instructed him and Councilor Piano to check on the road construction at Begonia St., Sta. Rita and if the contractor of the said project had been paid already.
Councilor Aquino rendered a report on the status of the 52 projects, to wit:

Councilor Cajudo also reported that last July 19, 2004, she went to the DPWH Region III Office together with Councilor Aquino to receive on behalf of the former Mayor Kate H. Gordon for her support in the implementation of the Accessibility Law specifically on the installation of facilities and Structural features on public and private buildings sidewalks for public use that enhance the mobility of persons with disabilities.
The Vice Mayor clarified that on that day he called the drivers to double check if all the Council vehicles were parked and are available for use. When checked, he said vehicles were indeed there. He instructed the drivers to get the assigned vehicles a day before the travel to ensure the availability of vehicles to be used for official businesses of the Council Members.
Also, he called the attention of the Committee on Public Works to check on the humps at 6th St. at the back of the Olongapo Casino.
He also extended the invitation to the Councilors on the on going basketball tournament at Triangle wherein 2 of his colleagues are players, Councilors Del Rosario and Atienza.
He also congratulated the new President of the Rotary Club former Councilor Erlinda Crispin.
Councilor Del Rosario informed everyone that last July 20, 2004 the James L. Gordon Summer-Cup 2004 Open Basketball Tournament ended at the Convention Center with a jumpacked crowd. The team from Molly’s Pawn Shop won in the Junior Division wherein the second place went to Baloy Team. The Senior Division Champion was garnered by Capistrano Team.
The Presiding Officer also informed the body that top seed tennis player Patrick John Tierro of Olongapo made it to the semi-finals at Hamburg, Germany.
On the last note Councilor Marzan informed everyone that the Committee on Social Welfare is currently conducting its Search for the Healthy Kid and Cooking Contest. This project is sponsored by the Day Care Centers.

Committee Reports
Councilor Atienza asked the body their recommendations regarding the composition of the Barangay Grievance Board pursuant to Ordinance No. 58, Series of 2002 and Ordinance 75 – A Series of 2002. Since the appointed members of the said Board had already ended last June 30, 2004 the nature thereof is co-terminus with the local chief executive, the Councilor requested his colleagues to submit their recommendations to fill-up the following positions :
Member of Sangguniang Panlungsod chosen by that body
Representative from the education sector
Representative from the business sector
Representative from the religious sector
Representative from the Integrated Bar of the Philippines
Barangay Chairman to be chosen on rotation basis
The Councilor stressed that the City Mayor has the ultimate discretion in choosing the said members and the Council’s act is but recommendatory.
On another concern, Councilor Atienza relayed to the body his recommendation regarding the mini-fair of Barangay Old Cabalan in relation to the celebration of their fiesta where he stressed that the establishment thereof shall only commence on August 25, 2004. This corresponds to the barangay’s execution of a Deed of Undertaking in favor of the City as the said ordinance directs so.
Councilor Atienza added that on the same note, the Honorable City Mayor already approved the request of Barangay New Kalalake about the establishment of their mini-fair. However, the Ordinance states that it can only commence a month before the celebration which coincides with the feast of San Lorenzo Ruiz on September 26, 2004.
The Council Secretary assured Councilor Atienza that a copy of the said Ordinance had already been furnished to the Mayor’s Office.
Also, he asked permission and authority from the Presiding Officer to review the City Tax Code and Regulatory Fees in response to the sentiments and cry of businessmen regarding the same.
The Vice Mayor and Presiding Officer granted the said requests and recommended him also to refer the said matter in accordance to the Barangay Micro-Business Entrepreneurs (BMBE) Law and tasked Councilor del Rosario to assist Councilor Atienza on the said matter.
Councilor Cajudo relayed to the body salient points on the public hearing conducted last July 17, 2004 regarding fare increase of tricycles for hire. City Mayor James Gordon Jr., Councilors Asuncion and Gordon, TMB Consultants, PNP Commander, Julius Domingo, Mr. Lito Majarucon and Barangay Chairman Capistrano, Mr. Delos Santos, vendors, balikatan and drivers are among those who attended the said public hearing.
In the said hearing, Mr. Armando Corsino and Mr. Mario Parungao explained the following details for the said increase:
a. the required boundary for their tricycles increased to as much as Php100;
b. Increased price of diesel and gasoline;
c. Increased price of spare parts; and
d. All incidental increases had already been experienced.
It was also discussed in the said hearing that pursuant to Section 9 of Ordinance 29, Series of 1992, the applicant per unit shall pay Php300.00 as payment for the fare increase. For this, Mr. Pineda reacted and stated that they were exempted in the said payment. Councilor Cajudo also inquired why it happened so, when nobody can exempt them unless they submit their petition to amend the subject ordinance.
In the proposed measure, Councilor Cajudo said that the fare will be Php5.00 per passenger from the terminal to the point of destination. The passenger will be charged with Php5.00 provided that he/she is willing for another passenger to ride at the same vehicle.
The following points/agreements were also discussed :
a. Senior citizens should present their ID’s to avail of the 20% discount.
b. Public utility tricycles are allowed to transport their passengers from their zone to another zone and to operate on national highways but are allowed at the right side lane only.
c. All presidents who underwent the seminar can act as deputized officials to implement the said ordinance.
d. TMB personnel are to apprehend public utility tricycles that are not on their respective zones or are picking passengers in another zone. They are also authorized to impound the said vehicles when necessary.
According to Councilor Cajudo, Councilor Gordon announced that all complaints regarding traffic enforcers should also be reported to his office. He also informed the attendees that he received complaints of residents at Canda and Dahl Streets regarding terminal cleanliness, noise and smoke pollution. For this, Councilor Cajudo said that she reminded the operators and drivers that any violation of our Ordinances will be subject to the revocation of their franchises.
She also said that another meeting was set on July 15, 2004 at 2:00 p.m. which was the subject also of her next report.
This time, she apprised the body that she met with the Public Utility Vehicle Officials, terminal Team Leaders, presidents and officers and informed them on the operations of the transportation office. Terminal cleanliness, use of urinals of J-013 and J-07 as provided by Barangay East Bajac-Bajac as well as the user’s fee of Php1.00, Trip Cutting of J-01 and J-011 had also been discussed.
Additional concerns such as the request of the Gordon Heights teachers and other concerned citizens in the said Barangay for another tricycle route as well as on the collection of terminal fees per unit and citation tickets issued by the City Health Officer on unsanitary terminal area were tackled. Mr. Dansel of Zone 4 raised two problems: the clogged drainage canal at Rizal St., Barretto and the apprehension of colorum tricycles.
Councilor Cajudo said Councilor Brian Gordon explained that due to the lack of TMB personnel to be assigned in barangays, his committee will be coordinating with the different barangays for the submission of three representatives from their respective barangays who will undergo a seminar. After which will be deputized as barangay traffic enforcers. They will be authorized to issue citation tickets.
Councilor Cajudo also informed the body that operators of J-10 requested for an authorization for them to operate from Tabacuhan to SBMA via Rizal Avenue from 4:00 am to 8:00 am which was approved by the former City Mayor Kate H. Gordon.
Another request received by her office is the conduct of survey with regards to the measurement of kilometer post raised by J-13 passengers since this will affect the fare matrix of the said route. A meeting with Barangay Chairman Ubungen, Barangay Officials, Chairman Benjamin Diket of the transport group, DPWH and LTFRB Officials scheduled on July 22, 2004 is set for the said matter.
The Vice Mayor and Presiding Officer Paulino suggested the inclusion of colorum vehicles at Baloy Beach and their request for franchise in their deliberation/meeting. This is so, since they were denied before for the reason that they were just transporting and operating inside a private property.
Councilor Piano informed that two job fairs were simultaneously conducted on July 16, 2004. One of which was held at the Rizal Triangle Multi-Purpose Center was participated by 11 overseas employment agencies and 11 local employers. A total of 1,431 job seekers were registered. The other was conducted at the SBMA Gym where participated by some 25 SBMA locators. There are 2,000 registrants out of the approximately 4,000 people who went in the job fair.
Also, Councilor Piano shared that the Committee on Telecommunications and Information Technology convened last week to discuss the present status and future plans of the City’s computerization project. One of which is the upgrading of the Sanggunian legislative information system which was thoroughly studied. In the future, we will have a system with a powerful search engine, an interactive application that will be available online, he added. This means that the work of the Council will be available at the internet. Further, the domain name Sangunian.com have already acquired and registered and our common e-mail address is olongapo@sangunian.com. Members of the City Council who wish to have this special e-mail address can avail of the same for free.
The Presiding Officer also made a follow-up on the City’s computerization program conducted by Amellar.
Councilor Marzan laid out the justifications on the procurement of Persona C25 Desktop Card Printer and peripherals at the Gordon College as discussed by the Members of the Committee on Education, Councilors Cajudo and Buenafe.
The following reasons were:
1. To safeguard the college and its students from security threats;
2. The new ID system guarantees a durable output since it is printed on PVC card;
3. Based on time and motion study on the present ID system versus the new one confirmed that the new ID system will only take 30 minutes from the students picture taking and signature to printing of the new ID; and
4. Cost of the new ID is pegged at Php35.00 while Php45.00 for the old system.
Further, the said equipment was assured to serve as a revenue generating project for the Gordon College since it can be utilized by other City Government departments for their ID requirements.
Also Councilor Marzan, apprised the body that the Gordon College populace increased by 154% that is from 177 students to 1,512 this year and 375% increase since it started operating in 1999. The figures justify that the purchase of the five additional computer equipment peripherals will even be insufficient for the future operational requirement of the college.
The Councilor also stated that there are 55 classes being run from Monday through Friday at the Tapinac Elementary School. Further request for equipment and supplies had also been made since they deem that it is not safe to transport them, from the college to the said elementary school. As such, air conditioning units, exhaust fans for the school clinic, improvised audio visual room and HRM laboratory, bookshelves, racks and other office furniture for the college library are among others. The said library supplies will help the institution qualify to the minimum standard of CHED which requires at least 5 books per title per subject in the curriculum. Last June, the council already appropriated for the amount needed for the purchase of 3,000 books. Purchase requests for student folders, class cards, library cards and property stickers were also made as they were essential in the conduct of operations of the school.
Vice Mayor Paulino suggested that since we intend to use the ID equipments for other departments, the City might as well use the same for the ID requirements of drivers and vendors.
Regarding the Committee on Parks, Playgrounds and Wildlife, Councilor Perez mentioned that she paid a visit to the City Nursery. She observed that there were few ornamental plants and fruit bearing trees there. For this, she desired to increase the said plant supply by requesting from the Ecology Department of the SBMA and the management of SBFZ locators which maintain their own nursery such as the Freeport Services Corporation and the SBDMC for their donation of plant seedlings to the City.
Secondly, the Councilor also shared that upon coordination with Ms. Marilyn Osio, in-charge of the City Beautification, status report on Marikit, Leo and Volunteer Parks had already been forwarded to her office. She also requested the consideration of the body for the purchase of a tri-bike which costs PhP3,200 which will be used for transporting heavy branches of trees and other plants.
The Presiding Officer instructed Councilor Perez to look on the status of the mini-zoo at Old Cabalan.
Councilor Perez also made clear that Chairman Alba of Old Cabalan went to her office and stated that what he issued is a Barangay Certification. Upon further clarification, it was noted that the Barangay Chairman stood as witness to one the sale of lot inside the proposed mini-zoo.
The Presiding Officer commended Councilor Aquino for his efforts. He also instructed him and Councilor Piano to check on the road construction at Begonia St., Sta. Rita and if the contractor of the said project had been paid already.
Councilor Aquino rendered a report on the status of the 52 projects, to wit:

Councilor Cajudo also reported that last July 19, 2004, she went to the DPWH Region III Office together with Councilor Aquino to receive on behalf of the former Mayor Kate H. Gordon for her support in the implementation of the Accessibility Law specifically on the installation of facilities and Structural features on public and private buildings sidewalks for public use that enhance the mobility of persons with disabilities.
The Vice Mayor clarified that on that day he called the drivers to double check if all the Council vehicles were parked and are available for use. When checked, he said vehicles were indeed there. He instructed the drivers to get the assigned vehicles a day before the travel to ensure the availability of vehicles to be used for official businesses of the Council Members.
Also, he called the attention of the Committee on Public Works to check on the humps at 6th St. at the back of the Olongapo Casino.
He also extended the invitation to the Councilors on the on going basketball tournament at Triangle wherein 2 of his colleagues are players, Councilors Del Rosario and Atienza.
He also congratulated the new President of the Rotary Club former Councilor Erlinda Crispin.
Councilor Del Rosario informed everyone that last July 20, 2004 the James L. Gordon Summer-Cup 2004 Open Basketball Tournament ended at the Convention Center with a jumpacked crowd. The team from Molly’s Pawn Shop won in the Junior Division wherein the second place went to Baloy Team. The Senior Division Champion was garnered by Capistrano Team.
The Presiding Officer also informed the body that top seed tennis player Patrick John Tierro of Olongapo made it to the semi-finals at Hamburg, Germany.
On the last note Councilor Marzan informed everyone that the Committee on Social Welfare is currently conducting its Search for the Healthy Kid and Cooking Contest. This project is sponsored by the Day Care Centers.
Calendar of Business
Second Reading:
1. On motion of Councilor Cynthia G. Cajudo, with the majority decision of the members of the Sangguniang Panlungsod Draft Ordinance No. 2004-O-01 – An Ordinance Transferring The Amount Of Two Million Fifty Nine Thousand Eight Hundred Thirty Two Pesos (PhP2,059,832.00) From The Trust Fund To General Fund Recognizing The Said Amount As Income From Accumulated Tuition And Related Fees was approved on second and final readings.
Councilor Gina G. Perez abstained.
2. A Resolution Confirming The Appointment Of Atty. Manuel W. Quijano As City Government Head II (City Administrator) SG-26 Under The Office Of The City Administrator was unanimously approved by the body on second and final readings.
Other Matters
The following items were considered by the body as urgent matters and were unanimously approved on first, second and final readings:
1. Draft Ordinance No. 2004-O-03 - An Ordinance Amending Ordinance No. 81, Series Of 1999 By Fixing The Transportation Fare For Motorize Tricycles In Olongapo City And For Other Purposes. Sponsored By Councilors Cynthia G. Cajudo, Teodoro D. Del Rosario and Brian Patrick H. Gordon.
2. A Resolution Extending Warmest Greetings And Congratulations To The Iglesia Ni Cristo (INC) On The Occasion Of Its 90th Year Anniversary. Unanimous.
