Call to Order

City Vice-Mayor and Presiding Officer, Cynthia G. Cajudo, called the session to order at 3:25 in the afternoon.

With eleven (11) Members and the Presiding Officer present, a quorum was declared.

Reading and Adoption of Minutes

On motion of Councilor Gregorio M. Elane, the body approved the adoption of the minutes of its Regular Session held last January 7, 2004.

Communications and Referrals of Business

First Reading:

1. Draft Resolution No. 2004-R-07- A Resolution Accrediting Samahan Ng Mga Kababaihan Sa Olongapo, Zambales, Inc., A Non-Government Organization, For Purposes Of Membership In Local Special Bodies In Olongapo City Pursuant To The Provisions Of Republic Act No. 7160 Otherwise Known As The Local Government Code Of 1991. 1. Endorsement letter from Department of Health by Juanito A. Rubio, MD, MHA, CESO II, Asst. Secretary informing everyone that the Create A Job For The Disabled Association, Inc. (CJDAI), a duly registered non-stock and non-profit organization, has launched a priority program called “GINTONG LANDAS PROJECT 2004”. The said project aims to raise funds to purchase rehabilitative devices/equipment such as 30 wheel chairs, 10 walkers, 10 pairs of crutches and 12 canes which would benefit 52 youth and elderly individuals with different disabilities. They are soliciting financial assistance. (Referred to the Committee on Health)

2. Letter from the City Mayor referring to the City Vice Mayor the report dated January 20, 2004 based on a letter of Teresita Z. Abdon of No. 2-12th St., Brgy. New Ilalim dated January 19, 2004 in response to the Counter-Affidavit filed by Barangay Captain Rodolfo N. Vigo dated January 12, 2004 regarding Administrative Case Number 2003-09 (“Illegal Entry on the Barangay Log Book”). The City Mayor is requesting the BGB for the immediate investigation of this case and submit its report on action taken. (Referred to the Committee on Laws)

Basa, Schools Division Superintendent, Division of City Schools, DepEd, this city, dated January 20, 2004 for the inclusion of Balic-Balic Elementary School as one of the recipients of the City School Development Program through funds generated from the financial assistance of Senator Manuel Villar; (Resolution of Thanks for Sen. 6. Notice of Disconnection from Aurora M. Ramos, Finance Manager, Subicwater, dated January 14, 2004, addressed to Perlita Basa, Schools Division Superintendent, DepEd, this city, for non-payment of outstanding accounts of various public schools as of Dec. 31, 2003 amounting to P5,365,295.23. 8. Letter from Brgy. Capt. Rolando S. Alba, Jr., Brgy Old Cabalan informing Mayor Gordon thru Engr. Edward Ramos, DPWH that residents of Purok 9, Old Cabalan has requested the Barangay for a waiting shed and the construction is now on-going and this letter may serve as a permit.

1. Letter of Nestor Marcelo, President, Olongapo Shuttle Service Association, Inc. (OSSAI) dated January 20, 2004 appealing for consideration to allow the group to operate its transport service of 40 van units plying the route Olongapo City to San Fernando, Pampanga and vice versa, in view of the recent order of the city’s Traffic Enforcement Unit to stop its operation; (Referred to Councilor Teodoro D. 10. Copy of the Minutes of the Regular Meeting of the Sangguniang Barangay of Barangay West Tapinac held last January 9, 2004 at the Barangay Hall.

11. Letter from the City Mayor requesting the Sangguniang Panlungsod to consider an Ordinance appropriating the additional amount of PhP1,500,000.00 as temporary advances for the said requirement from the General Fund to be repaid immediately once the disbursement documents are forwarded to that office. This pertains to the counterpart of the DOT for establishment of the Olongapo City Museum in the amount of P8.0 million. (Referred to the Committee on Appropriations)

15. Memorandum from Merlito J. Majarucon, General Services Officer to all Bids and Awards Committee Members regarding Bidding For Sports Equipment & Supplies For CLARAA 2004 on January 28, 2004 at 10:30 AM at the General Services Office.

16. Lakbay-aral of the Liga ng mga Barangay of the Municipality of Estancia, Iloilo on January 27, 2004 (Tuesday), 9:00 AM. The group will be headed by George S. Cordero, ABC President.

17. Copy of the Summary Report of PNP Daily Incidents from January 20 to 28, 2004 submitted by Councilor Anselmo A. Aquino, Chairman, Committee on Police and Public Safety.

Committee Report

Councilor Aquino reported to the body that he represented the City in the PNP Anti-Illegal Drugs Campaign/Forum in Region III last January 23, 2004 with Barangay Captains of Pag-asa, Sta. Rita, Kababae and Col. Maddela.

PDGP Gen. Edgar Aglipay stood as the guest speaker of the said affair. The Councilor was so glad to tell that Olongapo noted the lowest drug-related case record. The highest was garnered by the provinces of Pampanga, Bulacan and Nueva Ecija.

Councilor Aquino also shared that he attended the meeting of the Peace and Order Council at Holiday Inn, Clarkfield, Pampanga last January 27, 2004. A number of generals from the Philippine Army, Philippine Marines and PNP of Region III and three (3) governors from Central Luzon also attended the said gathering. Classified reports regarding NPA operations in the Region will be submitted to the Mayor.

Councilor Capistrano announced that Barangay West Bajac-Bajac received the Most Child Friendly Award for three consecutive years, yet it was not declared to get the much coveted Hall of Fame award. It was so because our average declined to 97 and thus did not reach the national competition standard.

The Presiding Officer reasoned, that it is still a blessing in disguise, since we are not yet disqualified for the competition next year. Besides the evaluating committee may have other policies/criteria for the said Hall of Fame award.

Councilor Capistrano hoped that we will still get the first rank and the one million peso - cash prize.

Vice-Mayor Cajudo also notified the body that another competition named as “Bright Child” is being launched through the joint efforts of the Health, Social Welfare and Education Departments and other government agencies.

SK Federation President Buenafe reported that last January 26, 2004, she attended the research for Junior Regional Police Director in Camp Olivas. In the panel interview portion of the said gathering, the questions were more on the present political situation of the country.

When asked what she answered on the said inquiry, the SK President relayed that she was asked regarding FPJ’s disqualification issues due to his citizenship. She aired that one can only be a president when he/she is a natural born Filipino and if his/her parents are Filipinos.

Councilor Capistrano informed the body regarding an incident where they had apprehended a number of boys who are rugby-users. When checked, they had PREDA I.D.’s. He inferred, then, that the said boys were seemingly protected and used by Cullen for his personal endeavors.

The Presiding Officer requested the Councilor to put this incident into formal writing and if possible secure photographs, so that they will not be accused of creating stories.

Vice Mayor Cajudo added that they may have been using this to have a film about rugby boys and use this to ask assistance from international agencies which Cullen had done before. He even produced it in CD format.

Councilor Elane reported on Subicwater’s assessment on the status of our water supply and its sources, to wit :

Significant decline in the flow rate in the water sources in the City and the Freeport has been observed in the most recent week, the old dam of the City dropped by 77% cubic meter per day, while the new dam fell by 31% which total 17, 957 cubic meter per day.

This means that even though Subicwater does all it can to provide the City with the best quality of potable water to drink and endeavor to deepen our river sources of water, we still need to energize our water conservation campaigns.

Manglicmot the body deferred Draft Ordinance No. 2004-0-06 – An Ordinance Amending Ordinance No. 01, Series Of 2004, Entitled, “An Ordinance Imposing A Rental Fee Of Two Hundred Fifty Pesos (PhP250.00) Per Electric Pole Used By The Community Antenna (CATV) System And Pilipino Telephone (PILTEL) Corporation”, To Include Other Companies With Attachment To PUD electric Poles.
