Call to Order

City Vice Mayor and Presiding Officer Cynthia G. Cajudo, called the session to order at 4:30 in the afternoon.

Today’s session is in lieu of yesterday’s session due to the public hearing on the Modernization of the Olongapo City Public Utilities Department (PUD) through privatization.

Committee Report

Councilor Andrada informed the body that the City Health Office has already moved to their new location. To inform the public of such transfer, the Councilor recommended the setting up of signages and the opening of the City Hall back door for accessibility to the Building Annex.

The Presiding Officer tasked Councilor Andrada to inform the City Health Department Head to make formal request for the said passage.

Councilor Manglicmot rendered a report regarding the Annual Barangay Budgets of West Tapinac and Sta. Rita. As per review, the said budgets complied with the provisions of the Local Government Code noting on the 5% of the total appropriation that are set aside for projects under gender equality and development plans pursuant to Republic Act 7192 and the budgetary appropriations for power bills payable to the Public Utilities Department.

For the record, Councilor Cruz, relayed to the body that public hearing for the modernization and privatization of the PUD was conducted yesterday with a fairly good size of crowd.

Councilor Piano also added that concerned citizens also staged another public hearing through the radio this morning. Based on the phoned-in requests of the people, if possible, another public hearing or information drive regarding the said privatization be conducted.

On another report, Councilor Piano shared to the body the implications of the Commission on Higher Education (CHED) Memorandum No.2 sent to the Gordon College. One of the will-be affected courses is the Bachelor of Science in Nursing. The said memorandum stated that all programs for nursing offered in state colleges and universities will be under the jurisdiction of CHED. They ruled this out because many nursing graduates from local colleges and universities flanked the board examination.

Another effect of the said memorandum, is the City’s compliance to additional requirements of the CHED which had all been approved by the City Mayor. One of the said requirements that needs the immediate action of the City Council is the adoption of pertinent revisions in the creation of the Gordon College or Ordinance No. 9, Series 2000 such as, the use of the term “Board of Regents” which is applicable to state colleges should be renamed as “Board of Trustees,” the appropriate term used for local colleges and universities.

Secondly, in the said Memorandum, the City Mayor automatically holds the chairmanship of the said Board, not what the previous board had done of electing within themselves the Chairman of the Board.

Further, an alternate member of the Board had also been provided in the said CHED Memorandum Circular. In this way, a quorum is always attained to assure continuity of functions. A one-thousand peso (PhP1,000.00) honoraria per Board member per meeting was also provided to consider that there are members of the Board representing CHED and TESDA who will be coming outside the City of Olongapo.

All of the said matters mentioned by Councilor Piano are required for the City to secure accreditation of our college programs/curriculum.

Calendar of Business

Second Reading:

The body deferred consideration of the following items under Second Reading upon the manifestation of the sponsor, viz:

1. Draft Ordinance No. 2004–O-17 – An Ordinance Appropriating The Amount Of Four Hundred Twenty Thousand Two Hundred Pesos And 03/100 (PhP420,200.03) To The Item Overtime And Night Pay Under Personal Services Of The Office Of The City Mayor.

2. Draft Ordinance No. 2004–O-18 – An Ordinance Appropriating The Amount Of One Million Eight Hundred Sixty Seven Thousand Five Hundred Pesos (PhP1,867,500.00) Under The Office Of The City Mayor.
