Committee Report
Councilor Andrada informed and warned everyone to be careful in buying chicken in public markets because they had found out that there are condemned chicken in SBMA now sold in our markets at half the prize. In fact, these had already been injected and due to be buried. Our City had already deployed our Sanitary Inspectors to confiscate the said condemned chicken. Besides the low price, they are characterized with grayish color.
The Councilors moved to inform the public regarding this matter through radio and TV announcements.
Councilor Atienza also called the attention of Dr. Andrada to look into the many cases of malaria in Block 27, Gordon Heights.
Councilor Andrada stated that fogging operations had already been conducted in Gordon Heights.
Councilor del Rosario shared to the body that he had already received the copy of the new fare matrix in consolidated decision order issued by the Land transportation Franchise and Regulatory Board dated May 25, 2004. This directive was implemented last June 12, 2004.
Minimum fare is pegged at Php5.50. Those that applied are the routes J-02,J-03,J-04,J-08,J-09 and J-012. Those with longer routes need to apply first because their distances per kilometer should be measured first in order to apply the matrix. The said directive also states that the matrix should be posted inside the jeepney specially those fares for the elderly and students. The said information was already announced at STV-6 and was relayed to different barangays, traffic enforcers and other departments concerned, the Councilor said.
Councilor Manglicmot detailed the fund requests referred to the Committee on Ways and Means :
1. Request for the increase in City share from PAGCOR operations from Php2.0 Million to Php4.0 Million to meet the funding requirement of various developmental projects.
2. Purchase of equipment for the City Mall to be funded out from Nite Market collection kept under Trust Fund account. The transfer of the said Trust Fund account to the General Fund will be adopted so that funds will be appropriated for the said purchase.
3. The request of the Hospital Administrator to increase the dietary budget of
PhP5,200 to PhP7,800 per day of the James L. Gordon Memorial Hospital.
4. Amendments shall be adopted in the project proposal of the Environmental
Sanitation and Management Office (ESMO).
Councilor Piano apprised everyone that classes at the Gordon College will start on June 21, 2004. Among 1,438 students enrolled, 660 are freshmen. Because of this growth in the student populace, 6 new classrooms are now under construction. Unfortunately, due to the temporary hold of Congressman Gordon’s Countrywide Development Fund, the classrooms were not completed on time. In this regard, the College Administration tried to find means to resolve the classroom shortage and that is to avail classrooms at the Tapinac Elementary School. The Mayor and Division of City Schools Superintendent agreed to the said principle thus a Memorandum of Agreement (MOA) is necessary. The said draft MOA is now ready for review and approval of the City College, Division of City Schools and the Legal Office.
On another report, Councilor piano relayed to the body regarding the request of Celo Haight Elementary School, Paoay, Benguet to be accommodated as adopted school of Olongapo City. The adoption agreement would mean that the City shall share state-of-the-art facilities to include computers, textbooks, supplementary books, workbooks, modules, instructional materials and to assist in enhancing the beauty and safety of the school which includes concreting of fence, painting, waste management, among others. Since the City has no funds for this endeavor, the body agreed to endorse the said adoption of the school to the Office of Senator Dick Gordon for his consideration.
