Toledo, Labor and Employment Center, Office of the City Mayor, this city, dated June 18, 2004 denying the accusation of “Gross Dishonesty” charged against her and requesting a formal investigation or hearing on the matter, inviting attention to the marginal note of the City Mayor “For formal investigation”.

11. Copy of the letter from Reynaldo B. Choa, President, Subic Bay Hoteliers, Inc. addressed to Dr. Julie U. Reyes regarding power consumers of the building at No. 43 Magsaysay Drive, Olongapo City.

12. Letter from the City Mayor pertaining to the Memorandum of the Study Team and Steering Committee recommending for approval the Unbundled Tariff of PUD using a revenue neutral scheme thus, requesting the Sangguniang Panlungsod to pass a resolution approving the said unbundled rate adopting a revenue neutral tariff.

13. Letter from the City Mayor pertaining to the Memorandum of the Study Team and Steering Committee recommending for approval the Final Report of the Project Study, the Bid/Tender Documents and the Asset Investment Management contract in connection with the modernization of PUD through private sector participation. She is requesting the Sangguniang Panlungsod to pass a resolution approving the said Report and authorizing the City Mayor to implement the Modernization of PUD through BOT/Private Sector Participation (PSP).

14. Copy of Resolution No. 7, Series of 2004 from Barangay Old Cabalan, entitled, “A Resolution Authorizing Barangay Treasurer Ferita Saturno Of Old Cabalan To Withdraw The 30% Share From The Real Property Tax Collection Of Barangay Old Cabalan In The Amount Of Two Hundred Thousand Pesos Only (PhP200,000.00).

15. Copy of the Memorandum of Agreement between the City of Olongapo and East Tapinac Elementary School regarding the use of ten or more classrooms by Gordon College.

16. Copy of the letter from Susan T. Foo, Branch Head, BPI – Express Banking Center addressed to the City Mayor regarding the City’s Lease Agreement at Olongapo City Commercial Center Mall. They are requesting the following documents as required by their Audit Department:

1. Notarized copy of board resolution authorizing the City’s signatory to sign for and in behalf of the company;
2. Notarized copy of board resolution authorizing the City to enter into a lease with BPI;

17. Copy of the letter from Globe Telecom requesting to the Mayor that their Sales Team be allowed to promote Globe Sim Swap at the Olongapo City Mall on June 24 - 26, 2004 and June 28 – 29, 2004.

18. Copy of the Project Study And Bid Documents for the Modernization of Public Utilities Department.

19. Copy of Resolution from ADHOC Committee on Economic Enterprises, Olongapo City Nite Market, entitled, “Recommending The Transfer Of The Amount Of P2.0 Million From The Trust Fund (Nite Market Operations) To The General Fund”.

20. Request for an ordinance appropriating the amount of PhP18.0 Million for the completion and additional work of the Olongapo City Cultural and Commercial Center to be taken from the P8.0 Million Security Deposit collection of the Lot 21 Mall and PhP10.0 Million additional loan financing from the Land Bank of the Philippines.

The Presiding Officer referred all communications received regarding the Mall to the Committees on Business and Laws.

Committee Report

Councilor Elane shared to the body that last June 12, 2004, Vision Air Flight Support conducted a medical mission at the Social Development Center at Old Cabalan. The said group led by Mr. Karim Israel, President and General Manager donated groceries, clothes, rice and used toys.

Councilor Piano reported that he represented the City Mayor to the Consultative Conference between the Commission of Higher Education (CHED) and Presidents on Higher Education Institutions for innovative education at Barasoain Center, Malolos, Bulacan.

According to Councilor Piano, the new CHED Director, Mr. Felizardo Francisco outlined the stringent requirements being imposed by CHED to higher education institutions in the Region, to wit :

1. For starters, a moratorium in giving permits was issued to controversial programs, namely B.S. Nursing, Doctor of Medicine and Marine Education. This is mainly because of the deteriorating quality of graduates in these fields as well as the shortage of professionals to man the faculty of these programs.

2. The granting of university-system title to higher education as discussed with the CHED Memorandum Order No. 8.

Another information that the CHED Director revealed was that 19 out of the 29 programs being offered in Region III faired below the national average when these graduates took the board exam. For this, the Director moved that any school with 5% or less board examination performance for the past 5 years, such program of the school will be closed or phased out.

Further, Councilor Piano said that according to the CHED, not one of the 94 programs in the 14 colleges in Olongapo City has been duly accredited. However, the Director also reiterated that state colleges and universities are autonomous by nature of their charter.

In the said meeting, the following faculty profile was also detailed as well as the target for June 2006:

All the institutions are required to submit their faculty development program, he said.

Furthermore, Councilor Piano relayed that Dr. Francisco invited local government units to nominate scholars for persons with disabilities. He noted that last year, not one of the 14 slots for Region III for the persons with disabilities scholarship was taken. He addressed this matter to the DSWD.

On his final note the Councilor told everyone that the CHED Director ended the meeting stressing to bring no more “pasalubong” when visiting the CHED Regional Office as some try to do so, to get their accreditations approved.

Councilor Cruz put on record that matters regarding the approval of the final report of the project study, the Bid/Tender Documents and the Asset Investment Management Contract in line with the implementation of the modernization of the PUD through BOT/Private Sector Participation had been discussed to the body as well as the unbundled tariff of PUD using a revenue neutral scheme.

The Presiding Officer reported that together with the Olongapo contingent – students from Asinan, City employees and people from the business sector, attended the Best of Central Luzon Showcase held last June 19 at Hacienda Luisita Center, Tarlac. Mayor Mendoza of Tarlac City thanked the Olongapo City contingents for participating in this Department of Tourism (DOT) program/promotion of showing the best of the Philippines.

Councilor Paulino shared to the body that he attended the Organizers’ Meeting for the National Milo Marathon where the Regional Finals will be held on August 8, 2004 in the City.

Councilor Manglicmot placed on record that he attended the celebration of Jose Rizal’s birthday last June 19. He received a certificate of appreciation there on behalf of the City Mayor.
