Committee Reports
Councilor Andrada reported to the body that the City Hall Annex jointly occupied by the City Health Department, Population Commission and the Urban Basic Services Program, Reach-Up was inaugurated yesterday by the Honorable City Mayor Kate Gordon, Mayor-elect Bong Gordon together with other officials.
The Councilor also added that although not yet completed as envisioned, the building stood as one of the many projects accomplished during the administration of our Hon. City Mayor Kate H. Gordon. This is a big boost to the one-stop-shop concept of improving public service by having all the government offices under one roof. Further, it provides a more conducive environment for employees to render more efficient service to the public.
Councilor Manglicmot clarified in his report that the item Draft Resolution No. 2004-R-53, “A Resolution Adopting The Revised Project Proposal of the Environmental and Sanitation Management Office (ESMO)” is made for the said department to avail of the cash prize worth PhP300,000 they had won by virtue of the systematic management system the ESMO had implemented.
On another report, Councilor Manglicmot states that from various collections maintained under Trust Fund account such as the collections of the Gordon College are needed to be transferred to the General Fund for further appropriation.
Also, the Councilor made mention on behalf of Councilor Rexy Cruz, who is absent at that time, that the Php8,225,000.00 proposed appropriation is from the Php 8 million funding the City had received from the Department of Tourism (DOT).
Councilor Piano requested the members of the august body to support the said ordinance to be sponsored by Councilor Manglicmot in reverting the amount of Php3.5 million from the College Trust Fund to facilitate the acquisition of the required books.
It can be noted that the Commission on Higher Education required higher education institutions to have a library that would accommodate at least 15% of the total school population. Gordon College experiences continuous growth in terms of enrollment, he said.
Councilor Piano also shared that last Monday, June 20, 2004, Sergia Soriano Esteban Memorial School was formally inaugurated. Honorable Mayor Kate H. Gordon and the Members of the City Council led by the Vice-mayor graced the occasion. The students, teachers, parents and the community as a whole thanked the leaders of the City for the support it had extended to ensure their bright future.

Councilor Elane requested the body to give the floor to Engineer Reymundo Guevara as he shed light on the status of the septic tank and the poor painting at the newly constructed City Hall Annex Building.
Engr. Guevara clarified that they had built up a separate septic tank for the said Annex. However, when the existing one broke down, they tapped the new tank to the left side of the sewer line. Besides, they will be adding a vent to serve as its exhaust.
Regarding the painting works, Engr. Guevara told everyone that the said works are still under warranty and that the contractor is willing to make retouches whenever there is a need to do so.
Councilor del Rosario announced that tomorrow, July 1, 2004, a meeting with Mr. Anacleto delos Santos, Consultant on Traffic Matters and Transportation and likewise a public hearing will be conducted at 2:00 p.m. at the FMA Hall to listen and address various complaints and inquiries regarding the new fare matrix implemented by the Land Transportation Franchising and Regulatory Board (LTFRB).
The Vice-Mayor added that the Barangay Officials and Chairmen are also invited in the said public hearing since this is a concern of everyone.
Also, Vice-Mayor Cajudo reminded everyone that visitors from the Asian Urban Information Center at Kobe (AUICK) will be coming on Saturday at 10:00am at the City Hall.

B. To shed light and help address the concerns of the City regarding children who are doing illegal activities under the Kalaklan Bridge, as well as rugby boys frequenting the said area, Councilor Paulino asked the input of Police Inspector Julius Domingo who is present in the said session.
Police Superintendent Domingo relayed to the body that this is indeed a pressing problem that needs to be addressed since most of the children to be apprehended are under 12 years old. The problem just turned in cycles as they turn them over to the management of OCARE. Later, they found out that the same children are involved with other illegal activities such as cellphone snatching and then apprehended again. They also need to be clarified as to who will file the cases against them.
Since the situation involves the OCARE operations, Ms. Genia Eclarino, head of the City Social Welfare and Development Office, clarified that OCARE is not a jail, but a temporary shelter for children in conflict with the law. She also told the body that her department works closely with Atty. Atienza regarding the youth detention homes for youthful offenders.
As to who to file the cases for these youthful offenders, Councilor Atienza stressed that the police can do so. He also cited that there is also a provision in the law, that the said minor children violating the law calls for parental liability for their parents and guardians. This had been done to prevent the occurrence of these incidents.
Fiscal Viray added the information that in the case of cellphone snatching, he had been successful in compelling victims to testify and appear before the Court. He suggested that once there is an apprehension, the police can bring the drug users and violators directly to the Prosecutor’s Office for inquest proceedings.
Because of this clarification, the Police, the Council, Social Welfare and Development Office and Prosecutor’s Office can come together to a concrete solution regarding these children.
For the said purpose also, Councilor Paulino recommended to intensify police visibility at West Bajac-Bajac and at Kalaklan Bridge.
In the case of Sta. Rita, where the same illegal activities are also done under the bridge, Chairman Gomer Sundiam thanked Fiscal Viray and Councilor Atienza for shedding light on the said concern.
On another report, Chairman Sundiam mentioned another concern which may also be the concern of other barangays and that is to where to turn-over persons with mental disabilities.
Barangay Captain Danugrao of Mabayuan shared that besides the problem regarding rugby boys, he enjoined everyone to combat prostitution where children frequenting the said bridge are oftentimes the victims.
Councilors Elane and Atienza, jointly recommended that a seminar should be conducted for Barangay Captains to kept abreast on the rights / duties and obligations of the police. Fiscal Viray can also help on this regard.
Councilor Atienza also informed the body regarding vagrancy , under the revised Penal Code, where children frequenting the said bridge who have no means and reason why they are on the said location, can be subjected to.
For these, the Presiding Officer reiterated that the Police forces, Council on Legal Matters, DSWD and the Fiscal’s Office can study on the probable solutions and proposed policies to resolve the said social problem.

Committee Reports
Councilor Andrada reported to the body that the City Hall Annex jointly occupied by the City Health Department, Population Commission and the Urban Basic Services Program, Reach-Up was inaugurated yesterday by the Honorable City Mayor Kate Gordon, Mayor-elect Bong Gordon together with other officials.
The Councilor also added that although not yet completed as envisioned, the building stood as one of the many projects accomplished during the administration of our Hon. City Mayor Kate H. Gordon. This is a big boost to the one-stop-shop concept of improving public service by having all the government offices under one roof. Further, it provides a more conducive environment for employees to render more efficient service to the public.
Councilor Manglicmot clarified in his report that the item Draft Resolution No. 2004-R-53, “A Resolution Adopting The Revised Project Proposal of the Environmental and Sanitation Management Office (ESMO)” is made for the said department to avail of the cash prize worth PhP300,000 they had won by virtue of the systematic management system the ESMO had implemented.
On another report, Councilor Manglicmot states that from various collections maintained under Trust Fund account such as the collections of the Gordon College are needed to be transferred to the General Fund for further appropriation.
Also, the Councilor made mention on behalf of Councilor Rexy Cruz, who is absent at that time, that the Php8,225,000.00 proposed appropriation is from the Php 8 million funding the City had received from the Department of Tourism (DOT).
Councilor Piano requested the members of the august body to support the said ordinance to be sponsored by Councilor Manglicmot in reverting the amount of Php3.5 million from the College Trust Fund to facilitate the acquisition of the required books.
It can be noted that the Commission on Higher Education required higher education institutions to have a library that would accommodate at least 15% of the total school population. Gordon College experiences continuous growth in terms of enrollment, he said.
Councilor Piano also shared that last Monday, June 20, 2004, Sergia Soriano Esteban Memorial School was formally inaugurated. Honorable Mayor Kate H. Gordon and the Members of the City Council led by the Vice-mayor graced the occasion. The students, teachers, parents and the community as a whole thanked the leaders of the City for the support it had extended to ensure their bright future.

Councilor Elane requested the body to give the floor to Engineer Reymundo Guevara as he shed light on the status of the septic tank and the poor painting at the newly constructed City Hall Annex Building.
Engr. Guevara clarified that they had built up a separate septic tank for the said Annex. However, when the existing one broke down, they tapped the new tank to the left side of the sewer line. Besides, they will be adding a vent to serve as its exhaust.
Regarding the painting works, Engr. Guevara told everyone that the said works are still under warranty and that the contractor is willing to make retouches whenever there is a need to do so.
Councilor del Rosario announced that tomorrow, July 1, 2004, a meeting with Mr. Anacleto delos Santos, Consultant on Traffic Matters and Transportation and likewise a public hearing will be conducted at 2:00 p.m. at the FMA Hall to listen and address various complaints and inquiries regarding the new fare matrix implemented by the Land Transportation Franchising and Regulatory Board (LTFRB).
The Vice-Mayor added that the Barangay Officials and Chairmen are also invited in the said public hearing since this is a concern of everyone.
Also, Vice-Mayor Cajudo reminded everyone that visitors from the Asian Urban Information Center at Kobe (AUICK) will be coming on Saturday at 10:00am at the City Hall.

B. To shed light and help address the concerns of the City regarding children who are doing illegal activities under the Kalaklan Bridge, as well as rugby boys frequenting the said area, Councilor Paulino asked the input of Police Inspector Julius Domingo who is present in the said session.
Police Superintendent Domingo relayed to the body that this is indeed a pressing problem that needs to be addressed since most of the children to be apprehended are under 12 years old. The problem just turned in cycles as they turn them over to the management of OCARE. Later, they found out that the same children are involved with other illegal activities such as cellphone snatching and then apprehended again. They also need to be clarified as to who will file the cases against them.
Since the situation involves the OCARE operations, Ms. Genia Eclarino, head of the City Social Welfare and Development Office, clarified that OCARE is not a jail, but a temporary shelter for children in conflict with the law. She also told the body that her department works closely with Atty. Atienza regarding the youth detention homes for youthful offenders.
As to who to file the cases for these youthful offenders, Councilor Atienza stressed that the police can do so. He also cited that there is also a provision in the law, that the said minor children violating the law calls for parental liability for their parents and guardians. This had been done to prevent the occurrence of these incidents.
Fiscal Viray added the information that in the case of cellphone snatching, he had been successful in compelling victims to testify and appear before the Court. He suggested that once there is an apprehension, the police can bring the drug users and violators directly to the Prosecutor’s Office for inquest proceedings.
Because of this clarification, the Police, the Council, Social Welfare and Development Office and Prosecutor’s Office can come together to a concrete solution regarding these children.
For the said purpose also, Councilor Paulino recommended to intensify police visibility at West Bajac-Bajac and at Kalaklan Bridge.
In the case of Sta. Rita, where the same illegal activities are also done under the bridge, Chairman Gomer Sundiam thanked Fiscal Viray and Councilor Atienza for shedding light on the said concern.
On another report, Chairman Sundiam mentioned another concern which may also be the concern of other barangays and that is to where to turn-over persons with mental disabilities.
Barangay Captain Danugrao of Mabayuan shared that besides the problem regarding rugby boys, he enjoined everyone to combat prostitution where children frequenting the said bridge are oftentimes the victims.
Councilors Elane and Atienza, jointly recommended that a seminar should be conducted for Barangay Captains to kept abreast on the rights / duties and obligations of the police. Fiscal Viray can also help on this regard.
Councilor Atienza also informed the body regarding vagrancy , under the revised Penal Code, where children frequenting the said bridge who have no means and reason why they are on the said location, can be subjected to.
For these, the Presiding Officer reiterated that the Police forces, Council on Legal Matters, DSWD and the Fiscal’s Office can study on the probable solutions and proposed policies to resolve the said social problem.
