Call to Order

The City Vice Mayor & Presiding Officer, Cynthia G. Cajudo called the session to order at 4:05 in the afternoon.

The Presiding Officer put on record that before convening the session, the body had a caucus and one of the issues discussed was the appointment of Atty. Ma. Ellen M. Aguilar.

Roll Call

With nine (9) Members and the Presiding Officer present, a quorum was declared.

Reading and Adoption of Minutes

On motion of Councilor Gregorio M. Elane, the body adopted the minutes of its Regular Sessions held last February 11 and 18, 2004 one after the other.

Draft Resolution No. 2004 – R-14 – A Resolution Approving The Last Batch Of The Remaining Priority Projects Of Olongapo City Amounting To Eighteen Million Eight Hundred Seventy Thousand Nine Hundred Thirty Six Pesos And 04/100 (PhP18,870,936.04) (PP2004-3). g. Letter of Atty. Leonuel N. Mas, City Consultant dated February 27, 2004 informing of the outcome of the first stage of the pre-trial conference on the expropriation case of the City of Olongapo vs. Sps. 2. Letter from the City Mayor to the City Vice Mayor attn: Barangay Grievance Board a copy of the Sworn Statement of Elsa C. Ballesteros, Armando Micate, Marisa Altiche and Hermie Enrique, all Barangay Kagawads of New Ilalim, this city, dated February 26, 2004. Said individuals aired their complaint against Barangay Captain Rodolfo N. Vigo who, during a recent gathering of barangay officials at the Admiral Restaurant hosted by Congressman James J. Gordon, Jr., reportedly berated the concerned barangay kagawads and uttered, “O, bakit andito kayo? Anong ginagawa nyo dito? Imbitado ba kayo? Ang kakapal ng mga mukha ninyo, mga putang-ina ninyo!”. 3. Another letter from the City Mayor to the Sangguniang Panlungsod regarding the impending completion of the first Commercial Mall in the City of Olongapo soliciting recommendation on the name that will be adopted for the mall project.

4. Letter of City Mayor Katherine H. Gordon which pertains to the proposed appointments of department head positions (change of status to Permanent) of Julia U. Reyes, Merlito J. Majarucon and Keren G. Cajudo, all City Gov’t. Dept. Head II SG-26. Pursuant to the provisions of Republic Act No. 7160 or the Local Government Code of 1991, such appointments require Sangguniang Panlungsod Resolution signifying the concurrence of the majority of its members.

5. Resolution No. 3, Series of 2004 of Barangay Old Cabalan, Olongapo City, entitled, “A Resolution Affirming The Commitment Of Support In The Overall Government Campaign Against Criminality, Insurgency And Other Threats To Peace And Development.”

6. Letter of Radnir T. Arandia, Consultant/Instructor, Program Coordinator-Caregiver Training Course of Gordon College to the City Vice Mayor informing that TESDA-Zambales and OZAPTI will conduct a Trainors Training Methodology Course on March 10-12, 2003 and is seeking financial assistance for the registration fee of PhP1,200.00. 13. Copy of the letter from Maria Fina C. Yonson, Executive Director, NCCA, addressed to the City Mayor advising that the National Commission for Culture and the Arts and the Filipino Heritage Festival Foundation are spearheading the celebration of the 2nd National Heritage Month in May 2004 with the theme Unity through Heritage and inviting Mayor Kate Gordon or her representative to the National Heritage Month Meeting on March 4, 2004 at 10:00 a.m. at the 5th Floor NCCA Building, 633 Gen. Luna St., Intramuros Manila to discuss Olongapo City’s possible participation in this year’s Heritage Month celebration.

14. Request for an appropriation ordinance in the amount of Fifty Three Thousand Pesos (PhP53,000.00) to the item I.T. Equipment and Software under Capital Outlay of the Office of the City Mayor to be taken from the Unappropriated Balance of the General Fund.

Committee Report

Councilor Andrada rendered the final accomplishment report on the Ligtas Tigdas Program conducted last month in Olongapo City. Out of the 42,336 target households, 42,658 were reached, reflecting a percentage of 100.76%. 46,849 children were given measles vaccination, 101.76 % of 46,040 target. For the Vitamin A supplementation, 36,623 children were provided with, out of the 33,870 target. This marked 108.13% of the goal.

Councilor del Rosario reported on the nationwide strike of Public Utility Vehicles last March 1, 2004. Transport groups from Balanga, Arayat, Dinalupihan and the blue jeepneys plying to and fro the City participated on the said massive strike.

The Councilor added that ZAMODCA buses did not participate on the said strike, but later they were forced to stop operating since there were stoning incidents in San Marcelino, Zambales that might place their buses and passengers in clear danger. In effect hundreds of commuters were left stranded because of the blue jeeps and ZAMODCA buses eventually joining the strike.

Councilor del Rosario said that the City utilized yellow-coded passenger jeepneys, tricycle and even private utility and barangay vans to ferry passengers to their respective destinations. This effort had been extended to Brgy. Barretto only to caution the City from problems that may arise later. Those that joined the said strike were lines from Zambales, Bataan and Arayat. The jeepneys within the City did not. A larger strike is expected on March 8. Transport cooperatives that joined the said strike will be furnished with copies of the LTFRB memorandum that such act is a ground for the cancellation of their franchises.

Councilor Manglicmot informed the body on the request of the City Engineer for the purchase of a computer set to enhance the drafting work of the said department. A certificate of availability of funds had already been released for the proposed appropriation of Php53,000 for the said computer.

On another concern, Councilor Manglicmot told everyone that the presence of the Department Heads whose appointments are to be confirmed is needed by the Council.
