RESOLUTION NO. 46
(Series of 2004)

A RESOLUTION ADOPTING R.A. 8980 OTHERWISE KNOWN AS “THE EARLY CHILDHOOD CARE AND DEVELOPMENT ACT” FOR FULL IMPLEMENTATION IN THE CITY OF OLONGAPO


WHEREAS, the implementation of Republic Act 8980, otherwise known as “The Early Childhood Care and Development Act” shall be the joint responsibility of the national government agencies, local government units, non government organization, and private organizations that are accredited to deliver the services or to provide training technical assistance;

WHEREAS, it is the primary responsibility of the local government unit to (1) Implement the National ECCD program by providing basic public ECCD services; (2) Support the organizations of parent cooperatives to initiate the establishment of ECCD programs; (3) Ensure that the service providers of public ECCD programs under the supervision of the LGU shall be justly compensated, that adequate funds are made available, and their working conditions are conducive to fulfill national quality standards; and (4)Provide counterpart funds for the training and continuing education of ECCD service providers, and supporting the operations of City and Barangay ECCD Coordinating Council;

WHEREAS, there shall be created in the City of Olongapo the City ECCD Coordinating Council who shall be under the City Development Council. The council shall function as provided in the IRR of the said Act. It shall likewise support and complement the resources available to barangays in the expansion and improvement of ECCD programs, coordinate and monitor the delivery of services at the barangay level, ensure accurate reporting and documentation of service delivery, as well as mobilize and encourage private sectors initiatives for the establishment of ECCD program implementors in the City that conforms to National ECCD system standards;

WHEREAS, there shall be created in every Barangay, the Barangay ECCD Coordinating Committee to ensure continuity of the program at the barangay level. The Barangay Council for the Protection of Children shall also function as the Barangay ECCD Coordinating Committee;

WHEREAS, the City of Olongapo as a forerunner of Child Advocacy, intensify the promotion of Child Friendly Movement by supporting and fully implementing R.A. 8980 in the City of Olongapo;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, with the unanimous accord of the members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panglungsod in Session assembled, to adopt, as it is hereby adopts R.A 8980 otherwise known as “The Early Childhood Care And Development Act” for full implementation in the City of Olongapo.
