RESOLUTION NO. 20
(Series of 2005)

A RESOLUTION OPPOSING THE IMPOSITION OF VALUE ADDED TAX (VAT) ON IPPs (INDEPENDENT POWER PRODUCER), NATIONAL POWER CORPORATION (NAPOCOR), AND ON ALL OTHER UTILITIES


WHEREAS, the imposition of VAT on the IPPs, NAPOCOR, and on all other utilities will affect the 32,000 household consumers of Olongapo City;

WHEREAS, the resultant effect of its imposition to IPPs, NAPOCOR, and on other utilities will constitute a burden which will ultimately be shouldered by the consumers who are already affected by the ongoing rise of petroleum products and other commodities;

WHEREAS, its imposition to be added to the prices of IPPs, NAPOCOR, and on other utilities will raise the rates by an average of P.50 centavos per kilowatt/hour;

NOW, THEREFORE, upon the unanimous accord of the members of Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to oppose, as it hereby opposes the imposition of Value Added Tax (VAT) on IPPs (Independent Power Producer), National Power Corporation (NAPOCOR), and on all other utilities.

RESOLVED FURTHER, AS IT IS FURTHER RESOLVED, that copies of this Resolution be furnished the Provincial Government of Zambales for their support.
