RESOLUTION NO. 27
(Series of 2005)

A RESOLUTION EXPRESSING SORROW OVER
THE PASSING AWAY OF MRS. ROSA ZARATE RIVERA
AND CONDOLING WITH HER BEREAVED FAMILY

WHEREAS, Mrs. Rosa Zarate Rivera died in the grace of our Lord on March 9, 2005 at the age of 73;

WHEREAS, Mrs. Rose Rivera lived the fullness of life exemplifying the values of hardwork, dedication and love for work and service;

WHEREAS, she will always be remembered as one of the outstanding Filipino U.S. Naval Base employees, gifted with a brilliant mind in the comptroller field, which earned her numerous awards, citations and commendations in her 44 years of extraordinary service at the Naval Supply Depot;

WHEREAS, she conquered the spirit of mediocrity by consistently improving and sharpening her technical knowledge, which allowed her to be assigned in different U.S. Military Bases outside the country . She blest numerous base commands with her knowledge and skills in base closing procedures and in the installation of operating budget and resource management systems. She was known to be their “traveling encyclopedia and memory bank;”

WHEREAS, a bustling career inside the base did not disrupt her from being a loving wife and mother. She nourished her family with love and care and as such, the Rivera’s were honored as the “Family of the Year” in 1974. This award given by the Olongapo City National High School to them, recognized their strong family ties that bind their family in the best Filipino Cultural Traditions and continued involvement of the entire members in civic, social and educational affairs of the City. Having reared her five children to be accomplished professionals – Arnel, a physician, Brenda, a chemical engineer, Leonardo Jr., Charlie and Daisy, all physicians, Mrs. Rivera indeed reaped the fruits of her effectiveness as a mother;

WHEREAS, her exceptional grace amidst adversity was best displayed during the Mt. Pinatubo eruption, when she spearheaded to process the 13,000 checks due for the payroll of the calamity-stricken employees, which she did accomplish on time. Her profound concern to the plight of her needy kababayans is indeed noteworthy;

WHEREAS, retirement did not hinder her from involving in different socio-civic organizations. As such, she stood as Vice-regent of the Daughters of Mary Immaculate, Vice President of the International College of Surgeons Women’s Auxiliary, Philippine Chapter, President of Olongapo City Medical Society Women’s Auxiliary and many others. She is also a dynamic supporter of the City Fiesta Celebrations and other projects of the City;

WHEREAS, diagnosed to have pancreatic cancer, Stage 3 in 1995, Mrs. Rivera survived its dread and went her way out to support the Olongapo Subic Bay Cancer Care Network Foundation through her presence and testimonies. Many draw strength and inspirations from her;

WHEREAS, as the “nanay ng lahat,” Mrs. Rivera’s kindness, support, generosity and compassion will truly be missed by her family, friends and loveones;

WHEREAS, the City joins Dr. Leonardo Rivera, Sr. and their entire family in this moment of grief, having lost a beloved and an ally of the City;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses sorrow over the passing away of Mrs. Rosa Zarate Rivera and condoling with her bereaved family.

Let a copy of this Resolution be furnished the bereaved family of Mrs. Rosa Zarate Rivera for their information and record.
