Call to Order

City Vice-Mayor and Presiding Officer Cynthia G. Cajudo called the session to order at 10:40 in the morning.

With all Members and the Presiding Officer present, a quorum was declared.

Reading and Adoption of Minutes

On motion of Councilor Gregorio M. Elane, the body deferred the adoption of the minutes of its Regular Session held last February 26, 2004.

First Reading:

1. Draft Resolution No. 2004 – R-19 – A Resolution Creating The Position Of Architect III In The Office Of The City Engineer. Sponsored By Councilors Gregorio A. Manglicmot & Gregorio M. Elane. (Referred to the Committees on Ways and Means and Engineering)

2. Draft Resolution No. 2004 – R-20 – A Resolution Endorsing The Project Proposal Outline Of The Environmental Sanitation And Management Office (ESMO) Unanimous.

1. Memorandum from Maria Socorro M. Francisco, MD, Asst. City Health Officer and OIC, JLGAMM to the City Mayor regarding the Comparative Monthly Statement Of Income for the month of February 1-29, 2004, Year 2003 and 2004 informing that the Monthly Income of the James L. Gordon Avenue Market & Mall for February, 2004 is PhP291,760.00. This includes payment of Arrears amounting to PhP133,205.00. There is an increase of PhP104,835.00. (For file)

Letter from the City Mayor to the Sangguniang Panlungsod requesting to enact a Resolution endorsing the Project Proposal Outline of the Environmental Sanitation and Management Office (ESMO), this city, which is requisite to the City’s claim of the Cash Prize/Award for having been bestowed the 2003 Gawad Pangulo sa Kapaligiran as the Cleanest and Greenest Highly Urbanized City in the National level. 4. Another letter from City Mayor Kate H. Gordon addressed to the City Vice-Mayor and Members of the Sangguniang Panlungsod attn: Barangay Grievance Board the letter of Barangay Officials of New Kababae, this city which was received on February 27, 2004 requesting assistance on the conduct of an investigation on the concerns of the barangays deemed by officials as unlawful. a. Letter of Dr. Perlita C. Basa, Schools Division Superintendent, Division of City Schools, DepEd, this city, dated March 5, 2004 recommending the granting of cash benefits and incentives to winning athletes/coaches/chaperons and allowance to officiating sports officials and delegates of Olongapo City to the 2004 Central Luzon Regional Athletic Association (CLRAA) Meet;

b. Letter of Honorable Bella P. Asuncion, City Councilor dated March 2, 2004 on activities lined up for the city’s observance of Women’s Day on March 8, 2004, in line with the annual celebration of the International Women’s Day; (For information)

Aquino, City Councilor, Chairman, Peace and Order Committee informing that as per Regional Peace and Order Resolution 04-01, a Regional Convention of all Barangay Chairmen and Officials, including Chief Executives will be held on March10, 2004 at Expo Filipino, Clark Airbase, Angeles City with HEPGMA as guest speaker and requesting the passing of a resolution (Para. 3a) and representation to the City Government for fund support for the transportation and food requirements of the delegates. 12. Letter from Ben Dominic R. Yap, Sycip, Salazar, Hernandez & Gatmaitan Attorneys-at-Law informing that their firm will be conducting a Supreme Court accredited Mandatory Continuing Legal Education (“MCLE”) seminars for lawyers from March 15 to 19, 2004 at the Olongapo City Convention Center and offers 36 units of MCLE credits. The seminar is open to lawyers and non-lawyers and encouraging and inviting lawyers and non-lawyers to attend and also inviting the Vice-Mayor to attend any or all of the courses in their seminar, free of charge. 15. Petition letter from the residents of Hulo and Tabacuhan this City requesting to allow J-10 plying the route Tabacuhan-Palengke to ply the route Tabacuhan-Gate everyday from 4:00 A.M. to 8:00 A.M.

17. Letter from the City Mayor to the City Vice Mayor a copy of Tax Invoice No. 005-623-335-000 VAT received on February 2004. The Invoice is a claim for payment for $27,051.00 (PhP1,509,526.95) for Modernization of the Public Utilities Department per contract dated 27 January 2004 between the City Government and Sinclair Knight Merz, Australia. 18. Letter from the City Mayor to Mr. Ray S. Castro, Acting Head, Bataan-Zambales Lending Center regarding the mobilization payment of US$27,051.00 or P1,509,526.95 to Sinclair Knights Merz (SKM) relative to their consultancy contract with the City of Olongapo for the modernization of the Olongapo City Public Utilities Department PSP/BOT Project. The Mayor is requesting that the city be provided copies of all payment made to SKM from the city’s LGU-PIPDF loan for documentation and accounting purposes. (Referred to Councilors Noel Y.
