RESOLUTION NO. 33
(Series of 2005)

A RESOLUTION COMMENDING THE PHILIPPINE NATIONAL POLICE (PNP) CITY DIRECTOR, P/SUPT. ORLANDO M. MADELLA, JR. FOR HIS EXEMPLARY PERFORMANCE AND LEADERSHIP AS DIRECTOR OF THE OLONGAPO CITY POLICE COMMAND FROM OCTOBER 11, 2001 TO MARCH 7, 2005

WHEREAS, P/Supt. Orlando Madella, Jr. PNP, is a simple, amiable native of Paranaque and Director of the Olongapo City Police Command launched into his new assignment after devoting three and half years of his life to the cause of peace and order and public safety in the City of Olongapo;

WHEREAS, he entered the military service as a Fiscal Officer of the 2nd Direct Support Coy, II PCZ from 1976-1977 and promoted from 2nd Lieutenant in 1975 until he reached the rank of Senior Superintendent in 2002;

WHEREAS, as a soldier, he defied many odds, shared his positive potentials in his service, exemplified the character traits of loyalty, dedication and determination in carrying out whatever task assigned to him;

WHEREAS, in his career as a military man, he had received numerous medals, awards, commendations and recognitions from the police, military, government officials, non-government organizations and private entities;

WHEREAS, as City Director, the Olongapo City Police Office was awarded with Plaques of Recognition as the Best Police Office of the Year on January 22, 2003 and as Best Police Community Relations (PCR) on January 10, 2005.Such commendations attest of his exemplary leadership and partnership with the community;

WHEREAS, as an individual police officer, he was also adjudged to be the Senior Police Commissioned Officer of the Year Award, Western Police District, NCRPO on January 1,
2000 and was equally awarded as the District Director of the Year, Bulacan PNPC for three consecutive years. He was committed to raise the standard of his post and had proven himself steadfast and competent;

WHEREAS, armed with his enthusiasm, remarkable initiative, dedication and competence, indeed P/Supt. Orlando Madella, Jr. will reach greater strides in his next assignment. For this, Olongapo City is fortunate to have reaped the benefits of his leadership and commitment as the watchman and protector of their cause;

WHEREAS, the whole officialdom and people of Olongapo are proud of his achievements and recognize the exemplary performance of P/Supt. Madella;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends the Philippine National Police (PNP) City Director, P/Supt. Orlando M. Madella, Jr. for his exemplary performance and leadership as Director of the Olongapo City Police Command from October 11, 2001 to March 7, 2005.
