Call to Order

The Acting Presiding Officer, Gregorio M. Elane called the session to order at 5:10 in the afternoon.

Roll Call

With eight (8) Members and the Acting Presiding Officer present, a quorum was declared.

Reading and Adoption of Minutes

On motion of Councilor Edwin J. Piano, the body adopted the minutes of its Regular Session held last March 11, 2004.

1. Draft Resolution No. 2004 – R-23 – A Resolution Waiving The City’s Claim On The 21,011 sq. m. Portion Of Lot 11, TS-308 In Favor Of The Residents Of The Area Who Have Been Occupying The Lot Since The 70’s. Sponsored By Councilor Teodoro D. Del Rosario.

1. Memorandum from Merlito J. Majarucon, General Services Officer informing that the bidding for delivering of hospital beds for JLGMH, this city will be held on March 19, 2004 at 10:30 A.M. at the General Services Office.

2. Annual Budget for the Calendar Year 2004 of Barangays Gordon Heights, Barretto and West Bajac-Bajac.

3. Memorandum from the City Mayor to All City Government Employees Thru The Department/Office/Division Heads regarding Community Involvement (SDC-OCARE Visits). Schedule of visits is every Saturday, from 1:00 to 5:00 P.M. starting March 13, 2004. City Council’s schedule at the SDC will be on May 22 and at the OCARE Center will be on July 31, 2004, respectively.

4. Thank you letter from Perlita C. Basa, Ph. D. CESO V, Schools Division Superintendent addressed to the City Vice-Mayor and Members of the Sangguniang Panlungsod on the resounding success of the 2004 Central Luzon Regional Athletic Association (CLRAA) Meet.

5. Letter from the City Mayor to the City Vice Mayor and Members of the Sangguniang Panlungsod concerning Lot 11, TS-308 located at Barangay New Kalalake. The Mayor is requesting the Sangguniang Panlungsod for an approval of a Resolution waiving the city’s claim over the 21,011 sq.m. portion of Lot 11 in favor of the residents of the area.

6. Letter from Dante B. Delos Santos, Punong Barangay, Barangay Kalalake, Olongapo City informing the City Mayor that he will be on six (6) days leave to attend the “Lakbay-Aral” at Cavite, Batangas and Quezon Province and he is designating Barangay Kagawad Federico B. Cordova as Officer-In-Charge for six days from March 19-24, 2004.

7. Letter from Angelita V. Edquilane, President, Parents -Teachers Association of the Hearing-Impaired Students requesting financial assistance to the City Vice Mayor to help them generate funds for the education of the hearing-impaired students.

8. Request letter from Kagawad Alejandro C. Famisan of Barangay East Tapinac, Olongapo City addressed to the Chief, Engineering Department requesting bamboos and bohos to be used on the “kubol” where “pag-awit ng pasyon” will be held.

9. Memorandum from Merlito J. Majarucon, General Services Officer addressed to All Bids And Awards Committee Members informing that the bidding for the delivering of Construction materials for Engineering Department will be held on March 23, 2004 at 10:30 A.M. at the General Services Office.

10. Copy of the Indorsement letters of Ms. Esmenia B. Sitchon, College Administrator and Mr. Edralino P. Cajudo, Chairman, Board of Regents regarding the complaint of Mrs. Jacqueline Toledo against Mr. Charles Agustin Acting Department Head, Allied Medical Studies and Mrs. Jugen Gomez of the same department.

b. Letter of Crisanto T. Santos of #80 National Highway, Upper Kalaklan, this city, dated March 19, 2004 complaining about Rod Advincula, cashier at the Land Transportation Office (LTO)-Olongapo City Branch, Pag-asa Market Compound;

c. Invitation from Ateneo Center for Continuing Legal Education & Research, School of Law, Ateneo de Manila University for a “Seminar on Election Law Procedures” to be held on Friday, April 2, 2004 from 9:00 A.M. to 6:00 P.M. at the Rockwell Center In Makati City, Registration Form enclosed; and

d. Letter of Reymundo L. Guevara, City Engineer, dated March 10, 2004 requesting approval on the creation of job positions (Architect III, Engineer II and Painter I) under the City Engineering Department.

13. Letter from Angelita R. Lacuesta, Education Supervisor I, Division of City Schools, Olongapo City forwarding to the Sangguniang Panlungsod the list of best athletes with regard to the 2004 CLRAA Meet held at Olongapo City on February 29 – March 5, 2004, this city.

14. Memorandum from Merlito J. Majarucon, General Services Officer to All Bids And Awards Committee Members informing that the bidding for delivering of Miniature Jeepneys for Mayor’s Office this city will be held on March 25, 2004 at the General Services Office.

15. “Sulat mula kay Aida Templonuevo, Ingat Yaman, Catcher Technology Phil. Employees Union, (CTPEN-INDEPENDENT) na dumudulog upang hilingin ang tulong pinansiyal para maipaglaban ang democratikong karapatan alinsunod sa itinadhana ng ating Saligang Batas at Labor Code ng Pilipinas”.

Rita, this city.

17. Letter from Maria Socorro M. Francisco, MD, Asst. City Health Officer and OIC, JLGAMM to the Vice Mayor in reference to the complaint of Ms. Sazon regarding her allegation that there was double payment of rental fees of Stalls #3 and 5, PX Section of the Pag-asa Market.

18. Letter from Elisa D. Salon, OIC-Director IV, Department of Budget And Management, Regional Office III on the CY 2004 General Fund Budget of the City of Olongapo, which was approved by the Sangguniang Panlungsod on November 21, 2003 under Appropriation Ordinance No. 134 with a total appropriation of PhP1,061,542,910.00.

19. Memorandum from the City Mayor to All City Government Department Head and Office Heads regarding Conduct of Free Seminar and Actual Demonstration on Fire Prevention and Safety Consciousness.

20. Summary report of PNP Daily Incidents from March 10 – 21, 2004 submitted by Councilor Anselmo A. Aquino, Chairman, Committee on Police and Public Safety.

6. A Resolution Ratifying The Memorandum OF Agreement Entered Into BY And Between The City Of Olongapo Represented By The City Mayor, Katherine H. Gordon And Olongapo Boy’s Town And Girls Home Managed By The Olongapo City Action Group Foundation Represented By Mrs. Amelia J. Gordon Pertaining To The Financial Assistance To support The Needs Of The Street And Abandoned Children Who Are Living In The Said Institution. Unanimous.

7. An ordinance Appropriating The Amount Of Five Hundred Fifty Three Thosuand Eight Hundred Eighty Pesos (PHp553,880) Under The Personal Services Of James L. Gordon Memorial Hospital. Unanimous.


Other Matters Discussed:

1. Councilor Rexy Cruz clarified with the body the justification needed for the formal recommendation of Ms. E. Salmon as an Outstanding Employee and to receive the Cash Award from the City Mayor.

2. Councilor Gregorio Manglicmot informed his colleagues that the Sangguniang Panlungsod’s proposal to upgrade positions has been approved by the Department Of Budget and Management Regional Office III.
