MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG PANLUNGSOD OF OLONGAPO, HELD ON MARCH 31, 2004

Call to Order
The City Vice Mayor & Presiding Officer, Cynthia G. Cajudo called the session to order at 5:20 in the afternoon. Thereupon, after a quorum was determined the body agreed upon that this session will be in lieu of April 7 which was declared holiday.
Roll Call
With eight (8) Members and the Presiding Officer present, a quorum was declared.
Reading and Adoption of Minutes
On motion of Councilor Gregorio M. Elane, the body adopted the minutes of its Regular Session held last March 17, 2004.

First Reading:
1. Draft Ordinance No. 2004–O-13 – An Ordinance Appropriating The Amount Of One Million Two Hundred Forty One Thousand Seven Hundred Sixty Eight Pesos And 01/100 (PhP1,241,768.01) For The Expenses Incurred By The City In The Years 2000 To 2003. Sponsored By Councilor Rexy Gregorio-Cruz.

5. Letter from the City Mayor requesting the Sangguniang Panlungsod to appropriate the amount of PhP1,241,768.01 pertaining to the expenses incurred by the City in the years 2000 to 2003 which were not included in the year-end closing of books of accounts and thus were not certified as obligations during those years. 6. Memorandum from Merlito J. Majarucon, General Services Officer informing that the bidding for the delivery of flower boxes with ornamental plants for Mayor’s Office, this city will be held on April 1, 2004, 10:30 A.M. at the General Services Office. 7. Summary report of the PNP Daily Incidents from March 22 to 31, 2004, submitted by Councilor Anselmo A. Aquino, Chairman, Committee on Police and Public Safety. (For file)

Atienza, Chairman, Committee on Laws, Complaints and Investigation the letter of the City Mayor dated February 26, 2004 regarding the complaint of some Barangay Kagawads of New Ilalim, as specified on the Local Government Code, the BGB has to cease conducting an investigation ninety (90) days prior to local elections.
12. Copy of the letter from the Development Bank of the Philippines (DBP) referring to the application for the opening of a Domestic Letter of Credit for PhP4,324,000.00 in favor of HYCO Industrial Sales Corp. for the purchase of two (2) units Hyundai W-ET2 World Class Escalator.
