MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG PANLUNGSOD OF OLONGAPO, HELD ON NOVEMBER 23, 2004

Call to Order

With the unanimous accord of the body and on motion of Councilor Gina G. Perez Councilor Noel Atienza was appointed as temporary Presiding Officer. The Acting Presiding Officer Noel Y. Atienza, called the session to order at 3:40 in the afternoon.

Roll Call

With nine (9) members and the Presiding Officer present, a quorum was declared.

Reading and Adoption of Minutes

On motion of Councilor Cynthia G. Cajudo, the body approved the Minutes of its Regular Session held last October 6, 2004.

Communications and Referrals of Business

First Reading:

1. Draft Ordinance No. 2004-O-24 – An Ordinance Amending Section 1 of Ordinance No. 67, Series of 1997 Otherwise Known As “An Ordinance Further Amending Sec. 5 Of Ordinance No. 3, Series of 1983 Known As The Jeepneys Ordinance Of 1983” Sponsored by Councilor Cynthia G. Cajudo.

Communications Read:

1. Letter from Benigno Molino, Chairman, Gordon Heights Operators-Drivers Transport Services Cooperatives regarding the issues between GHODTSC and SODGI.

2. Letter from Messrs. German E. Ebue and Leonardo C. Perez, Telecom Consultants regarding Private Automatic Branch Exchange (PABX) system for the City Government.
3. Letter from Atty. Eric V. Mendoza, City Secretary, City Council, Angeles City requesting for copies of proposed or approved local ordinances concerning the installation of Close Circuit Television (CCTV) monitor on all banks, moneychangers, hotels or restaurants, to prevent cases of robbery. Likewise, requesting for any proposed measure prohibiting the use of mobile phones while driving.

4. Copy of the letter of Brgy. Capt. Danilo S. Fernandez, Brgy. Mabayuan to Ms. Delia R. Alfonso, City Auditor, Commission on Audit, Olongapo City requesting the latter to conduct a thorough investigation or auditing as to the veracity of the Statement of Income & Expenses for the period August 2003 to September 2004.

5. Memorandum from Julie Reyes, General Manager, PUD informing the City Mayor that most of the power outages were caused by old and overstressed wires. To remedy the problem, she wrote that we borrowed an equipment called thermal scanner from Mirant. The Scanner will check the lines to determine which part are almost ready to break. After scanning all the lines, we will now be ready to schedule the repair or replacement of the lines instead of just waiting for the lines to break and have too many power outages. We will have the scanner by November 8-11 plus we got the same at no cost to the government. If we will rent the equipment, it will cost us roughly P150,000.00 for one week. Enclosed is the Maintenance Plan.

6. Copy of the letter of Mayor James Gordon, Jr. informing the Board of Directors, Subic Water & Sewerage Co., Inc. that upon the recommendation of the Olongapo City Council through Resolution No. 11, Series of 2004, the Mayor is appointing Councilor Anselmo A. Aquino as representative of Olongapo City to the Board of Subic Water and Sewerage Company, Inc. effective this month. Councilor Aquino will replace Ms. Rexy Gregorio-Cruz since the former has been designated as chairman of the Public Utilities Committee of the Sangguniang Panlungsod of Olongapo City.

7. Copy of the letter of Councilor Edwin J. Piano, Secretary General, PCL-Olongapo City Chapter regarding PCL 3rd Quarterly NEO-NB Meeting which will be held on November 30 to December 2, 2004 at Waterfront Hotel, Lahug, Cebu City.


Committee Reports

Councilor Perez presented to the body that the mini-zoo project was later revised by Mayor Bong Gordon into a park. The proposed area will be developed as a picnic ground complete with vegetable and butterfly garden, honeybee farm, multi-purpose hall, swimming pool, lagoon, fishing area, amphitheater, campsite and playground. The place is expected to be another tourist destination in the City. The Councilor recommended that a botanical park in the said area will complement its features.

When asked by the Vice-Mayor how much will the project cost, Councilor Perez replied that she will furnish the Council with the program of works from the Engineering Office which will also include the fencing of the entire area.

For her next report, Councilor Perez informed everyone that her office received the letter of complaint from Mr. Marvin Miano and some band members for the failure of the promoter, the Live and Loud Productions to pay for the prizes due to them. The Councilor states that this matter needs appropriate action.

With regard to the new assignment given to her by the Honorable Vice Mayor and the Chairman of the Oversight Committee on Mini-carnival Fair, Councilor Perez reported that series of inspections had been conducted last November 8 at Barretto, Banicain and Magsaysay. There, it was found out that in Barretto, the mini-fair had started way back August and holds a permit until January. The operator, when asked about the documents answered that they are not complete yet. The same with the fair at Banicain, the documents in this place are still incomplete. It was also observed that the fair was less patronized .The management of the carnival at Magsaysay Drive, operated by Mr. Menor will be transferred to the City Fiesta Committee this month of November. The full details about the mini- carnival fairs at Marikit Park and Kalalake will be presented on the next regular session, Councilor Perez said.

The Vice-Mayor and Presiding Officer Paulino added that he himself had witnessed that there are indeed minors who were playing the games of chance. He had in fact taken their pictures. He even stressed that as early as 3 in the afternoon, there were already students from the OCNHS who were playing the color game. Details of the report as well as the documents will presented at the proper time, he said.

Councilor Cajudo informed her colleagues that the other week, a visitor from the Federation of Canadian Municipalities came over. The visit was all about the waste management program of the City. On November 12, 2004, Ms. Cristine Marie Pinache of the FCM will also come over to discuss with the City Mayor regarding the continuation of the said program between Windsor City of Canada and Olongapo City. She also added that in line with this project, she will be attending a conference on November 18 and 19, 2004 at Manila to further discuss the said matter.

1. Draft Resolution No. 2004 – R-48 – A Resolution Recommending The Proposed Local Tour Package As A Promotional Tool And An Income Generating Activity Of The Olongapo City Tourism Office was approved by the body on motion of Councilor Gina G. Perez
