Call to Order

City Vice Mayor and Presiding Officer Cynthia G. Cajudo, called the session to order at 4:10 in the afternoon.


Roll Call

With eleven (11) members and the Presiding Officer present, a quorum was declared.


Reading and Adoption of Minutes

On motion of Councilor Gregorio M. Elane, the body deferred the adoption of the minutes of its Regular Session held last May 19, 2004.


Communications and Referrals of Business

First Reading:

1. Draft Resolution No. 2004–R–41 – A Resolution Recommending The Assignment Of An Office In The City Hall For The Use Of Senator-Elect Richard J. Gordon And His Coordinators From June 30, 2004 Up To The End Of His Term. Unanimous (Referred to the Committee as a Whole)

Kawaguchi and two Japanese Volunteers will be coming to Subic on May 25-29, 2004. They are seeking an appointment with the Vice-Mayor on May 26, 2004 at 9:30 A.M. to talk about “Caregivers’ Project”. Albano, Jr., Chairman, Energy Regulatory Commission dated May 12, 2004 in response to the letter of the City Mayor dated February 26, 2004 requesting clarification on the basis of the power rates for transmission and sub-transmission delivery service being charged by TRANSCO. 4. Committee Report

Councilor Asuncion gave way for Architect Mangonon’s report with regard to some concerns of the Committee on Family, Women and Gender Equality.

Architect Mangonon relayed that yesterday, she was strucked with what the City Engineering Office Staff had been looking at. The supposed newspaper tabloid “Sagad” they were reading was actually a pornographic material in circulation within the City.

For this, Vice-Mayor Cajudo recommended that the proliferation of the said smut should be reported to the police with the said evidence kept for proper turnover.

The Vice-Mayor recommend that since Architect Mangonon is also involved in church lay organizations, it would be best if she can spearhead a petition coming from churches to air our stand, put it away in public view and call the attention of the publication. She also instructed Councilors Asuncion and Aquino to confiscate the same.

Councilor Paulino relayed to the body that lat Sunday at about 7:00 p.m., they went under the Kalaklan Bridge in response to reports that the said place is used as a hotel. They saw children in actual sex act. Upon realizing their presence, the kids fled, leaving plastic containers of rugby behind,

The Vice Mayor referred this incident to the Committee on Peace and order for action, to check on the areas specifically those with no lights so as to avert this kind of situation.

Councilor del Rosario also shared to the body, incidents of snatching and “agaw cellphone” within the vicinity of the Victory Liner Terminal . This report has also been referred to the Committee on Police Matters for their immediate action.

Regarding the bars near the aforesaid terminal, Councilor Aquino shared that he received reports that the said establishments secured their permits/licenses as carinderias/fastfood houses but are serving foods and beverages.

The Vice-mayor enjoined the Committee on Business to check and review the said permits/licenses as well as activate the teams that will monitor the operation of the said businesses.

Councilor Manglicmot made an update on the modernization of the Public utilities Department system particularly on the unbundling of rates and the meeting held on this regard. The said meeting attended by all the Members of the Steering Committee presided by Mr. Rauf Tan, SKM Financial Consultant, arrived to the position that existing power rates will still be enforced until such time that the privatization plan gets materialized.

Councilor Manglicmot also reminded the body to be available when the study team presents the draft report to the City Council and the legal consultants on June 2, 2004. He also noted that the issues regarding privatization had been discussed and agreed upon by the present Steering Committee Members and consultants of the PUD.

As a rejoinder, Councilor Cruz stated that the said important meeting was also attended by Mr. Mon Zavalla, Mr. Louie Lopez and Atty. Aguilar. She also shared that the need to fast track and do the necessary measures to meet the requirements based on the timetable.

As such, the Vice-mayor Cajudo mentioned the following schedule :

June 4 – 7 – presentation of draft report
June 4 – 7 – endorsement of draft report and tender documents to the City Mayor
June 9 - meeting with all PUD employees and presentation of the draft report


Councilor Cruz discussed that there is a scheduled public hearing on June 9, 2004 and after which the approval of the draft report and tender documents by the City Council. The submission of the final report is expected to be between June 14 – 21. The said final report and tender documents will be endorsed to the City mayor between June 15 to 22. The approval of the same in the City Council will fall on the June 16 – 23 period to commence the implementation of the said modernization of electric power system of Olongapo City.


Councilor Manglicmot also reminded everyone that Councilor piano’s proposal to designate one employee from the PUD to act as the representative of the affected employees had been well taken cared of. For the said dialog with the employees, all of them were encouraged to attend.

On another report, Councilor Paulino informed the body regarding a United Coconut Planters Bank personnel who was able to transfer Php81 Million of the said bank deposits to her own. Bank authorities believed that the perpetrator, Girlie Lingad fled to Canada.

Councilor Piano reported that together with the Vice-Mayor and Councilors Aquino, Asuncion and Andrada met with Takashi Kaneko of Club Tourism International and Olivia Cauaguchi of the Philippine Chamber of Commerce in Japan. With them are two volunteer Japanese instructors. The said meeting is the fourth in the series of meetings wherein they are negotiating a Memorandum of Agreement between Gordon College and Club Tourism International for the proposed integration of the Japanese language and culture at the Gordon College’s caregiver curriculum, which the said Japanese nationals will be providing for free. Twenty materials are provided for the said curriculum. The said endeavor will help our Caregiver students communicate and understand the Japanese language and culture as they serve elderly Japanese nationals who will be retiring in the Philippines or in Japan. This is all in preparation for the Caregiver’s market which will soon open in Japan.

This project is the product of the joint efforts of the Department of Tourism through Secretary Richard J. Gordon and the said tourism organization in Japan. The said Japanese nationals were also the ones whom were with Councilor del Rosario and Piano when they were in official travel in Japan.

The Gordon College is privileged to be the first school in the country to benefit from the said program much more to have been assured that our caregiver students will be in the priority list when they start hiring for the Care Centers in Tokyo, Japan which will open in two years time.

For this a resolution authorizing the City Mayor to enter into a Memorandum of Agreement with the said Japanese organization is deemed necessary, he said.
