Call to Order

City Vice Mayor and Presiding Officer Cynthia G. Cajudo, called the session to order at 3:45 in the afternoon.


Roll Call

With all the Members and the Presiding Officer present, a quorum was declared.


Reading and Adoption of Minutes

On motion of Councilor Gregorio M. Elane, the body adopted the minutes of its Regular Sessions held last May 5 and 13, 2004 one after the other.


Communications and Referrals of Business

First Reading:

1. Draft Resolution No. 2004-R-40 – A Resolution Approving The Annual Budget Of Barangay Pag-Asa, City Of Olongapo For Calendar Year 2004. Sponsored by Councilor Gregorio A. Manglicmot. (Referred to the Committee on Appropriations)

2. Draft Ordinance No. 2004-O-18 – An Ordinance Appropriating The Amount Of One Million Eight Hundred Sixty Seven Thousand Five Hundred Pesos (PhP1,867,500.00) Under The Office Of The City Mayor. Sponsored by Councilor Rexy Gregorio-Cruz. (Referred to the Committee on Appropriations)


Communications Read:

1. Copy of the addendum to the contract for Traffic Services entered into by and between the Olongapo City Workers General Services Multi-Purpose Cooperative (OCWGSMPC) and the City of Olongapo. (Referred to the Committees on Laws and Appropriation)

2. Certificate of Canvass of Votes and Proclamation of Winning Candidates and the Statement of Votes by Precinct submitted by the Election Officer, Commission on Election, Olongapo City.

5. Letter from the City Mayor requesting the Sangguniang Panlungsod to consider an ordinance appropriating an amount of PhP1,867,500.00 for representation expense and office supplies expense of the Office of the City Mayor. (Referred to the Committee on Appropriations)

6. Annual Budget of Barangay Pag-asa for Calendar Year 2004. (Referred to the Committee on Ways and Means)

7. Letter from Atty. Jaime Vibar, Asst. Corporate Secretary, Subicwater informing that the meeting of the Board of Directors of Subic Water and Sewerage Company, Inc., is scheduled on the 24th of May 2004, Monday at 9:00 A.M. (Referred to the Councilors Rexy Cruz and Gregorio Elane)

Committee Report

Councilor Gregorio A. Manglicmot informed his colleagues that the public hearing on the proposed pole rental fee will be on May 27, 2004. He said that the subject of the public hearing is the amendment of Ordinance No. 1, Series of 2004, whereby rental fee of PhP250.00 per pole per year will be reduced to PhP150.00 per pole per year.

Councilor Rexy Gregorio Cruz added that the PhP150.00 rental is the result of an extensive research in comparison with the other pole rental rates going on in the entire Central Luzon.

Calendar of Business

Second Reading:

1. On motion of Councilor Rexy Gregorio-Cruz, the body deferred Draft Ordinance No. 2004-O-17 – An Ordinance Appropriating The Amount Of Four Hundred Twenty Thousand Two Hundred Pesos And 03/100 (PhP420,200.03) To The Item Overtime And Night Pay Under Personal Services Of The Office Of The City Mayor.


Other Matters

A. The following items were considered by the body as urgent matters and were unanimously approved on first, second and final readings:

1. Draft Resolution No. 2004-R-40 – A Resolution Approving The Annual Budget Of Barangay Pag-Asa, City Of Olongapo For Calendar Year 2004. Sponsored by Councilor Gregorio A. Manglicmot.

2. An Ordinance Reverting The Amount Of Thirty Two Thousand Four Hundred Fifty Six Pesos And 36/100 (PhP32,456.36) From The Items Salaries & Wages-Regular Pay And Other Benefits Under Personal Services Of The Olongapo City Convention Center To The Same Items Under The Office Of The City Mayor. Sponsored by Councilor Gregorio A. Manglicmot.

B. On majority decision of the members of the Sangguniang Panlungsod, A Resolution Adopting The Joint Recommendation Of The Steering Committee And The Study Team On The Employee Issues Regarding The Modernization Of Public Utilities Department (PUD) was approved. Sponsored by Councilor Rexy Gregorio Cruz.

Councilor Edwin J. Piano abstained and Councilor Rolen C. Paulino expressed his objection on the said Resolution because he wants to hear first the sentiments of the PUD employees.

The Presiding Officer emphasized that after the approval of this resolution the concerned employees will be consulted although a semi-public hearing was already conducted.


Adjournment

There being no further business to be discussed, the session was adjourned at 4:45 in the afternoon.
