RESOLUTION NO. 53
(Series of 2004)

A RESOLUTION COMMENDING MR. LEONARDO PEREZ, INNOVE COMMUNICATIONS, INC, MANAGEMENT INFORMATION SYSTEM (MIS) PERSONNEL, ULO NG APO AMATEUR RADIO CLUB (DX3UNA), PIOL.NET AND MR. MARK ANTHONY ORPIANO FOR THEIR WHOLEHEARTED SUPPORT WHICH HAS CONTRIBUTED IMMEASURABLY TO THE SUCCESS OF THE 47th WORLD SCOUTS’ JAMBOREE ON THE AIR (JOTA)
AND THE 8th JAMBOREE ON THE INTERNET (JOTI)


WHEREAS, Jamboree on the Air (JOTA) and Jamboree on the Internet (JOTI) are yearly events where scouts around the globe communicate, interact and share ideas with each other through the most advanced communication technology such as World Linked Portable Radio, Multi-Band HF Rigs, Real Time Video Conferencing, etc;

WHEREAS, during the two-day World Scouts activity, the Boy Scouts of the Philippines, James L. Gordon Council carried the Philippine flag in the international scouting arena, being the only scout council in the Philippines that was able to be at par with communications facilities of groups from other advanced western countries;

WHEREAS, the City’s leaders, scoutmasters and parents alike are confident that the participation of the City scouts in the said unconventional jamborees develops their communication skills and their conviction in their role in the society as these events widen their understanding on the cultural, social, economic and governmental systems of other nations;

WHEREAS, the City’s boy and girl scouts were able to participate in this type of activity in the past but never had it been executed in such a grand scale that we were able to break grounds in the telecommunications fast-paced advancements;

WHEREAS, it is but fitting that individuals and groups who acted as a team to overcome the overwhelming odds be distinguished in a fitting way;

WHEREAS, Mr. Leonardo Perez, the City’s telecom consultant, exhibited a “never-say-die” and the “can-do” spirit which led to the success of the JOTA-JOTI. Skeptics were all saying that it could not be done because of the lack of both technical know-how and required equipments to pull this project through;

WHEREAS, Innove Communications, Incorporated provided super-fast Broadband Internet Connection (512kbps) for more efficient and effective Internet connection that is vital in world radio repeater system powered by a RigBlaster and Echolink, for without this type of service, a simultaneous multi-connection mode would not be possible;

WHEREAS, the Management Information Systems (MIS) personnel lead by Mr. Sunny Basobas who assisted from the overall system set-up to the actual Jamboree on the Internet, even added extra computer-aided activity to the scout’s delight;

WHEREAS, the Ulo Ng Apo Amateur Radio Club (DX3UNA) shared their expertise in Ham Radio. Without the multi-band high powered transceivers and the DTMF enabled portable radios, this state-of-the-art communication set-up would not be complete;

WHEREAS, Philippine Islands On-Line (PIOL.NET) provided the uninterrupted complementary dial-up internet connection used in the pre/post operation requirements and the continuous connection which enabled echolink to function regularly;

WHEREAS, Mr. Mark Anthony Orpiano provided the all important RigBlaster Nomic, a computer device purchased directly from the U.S.A. that would enable linking of computer to local radio repeater, and the softwares needed to make the system work. During the two-day activity, he unselfishly gave full time assistance to ensure continuous progression of the scouts’ skill in communications;

WHEREAS, the forged friendship and partnership brought by this wireless communication technology through the efforts of the mentioned groups and individuals, equipped the scouts with skills and high degree of self-reliance, where the City looks forward to its future benefits;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Sangguniang Panlungsod present;

RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends, Mr. Leonardo Perez, Innove Communications, Incorporated, MIS Personnel, Ulo ng Apo Amateur Radio Club (DX3UNA), Philippine Island On Line (PIOL.NET) and Mr. Mark Anthony Orpiano for their wholehearted support which has contributed immeasurably to the success of the 47th World Scouts’ Jamboree On The Air (JOTA) and Jamboree On The Internet (JOTI).
