RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

AN ORDINANCE APPROPRIATING THE AMOUNT OF FOUR MILLION
FOUR HUNDRED TWENTY EIGHT THOUSAND PESOS (PHP4,428,000.00)
UNDER THE ACCOUNT OTHER PERSONNEL BENEFITS-EXTRA CASH
GIFT UNDER PERSONAL SERVICES OF VARIOUS DEPARTMENTS


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Four Million Four Hundred Twenty Eight Thousand Pesos (PhP4.428,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund, not otherwise appropriated and the same is hereby made available under the account other Personnel Benefits-Extra Cash Gift under Personal Services of various Departments which will allocate Three Thousand Pesos (PhP3,000.00) per employee to wit:

SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of the Honorable City Mayor James Gordon, Jr., dated February 22, 2005 and a Certificate of Availability of Funds dated February 23, 2005 issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral parts of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.

A RESOLUTION APPROVING THE REPAINTING OF FENCE AT THE OLONGAPO CITY ELEMENTARY SCHOOL (PP-2005-A1)

WHEREAS, the City Government assures that all projects for completion this year have complied with the submission of required program of works to the Sangguniang Panlungsod;

WHEREAS, the repainting of fence at the Olongapo City Elementary School (OCES) as part of the City priority projects for Calendar Year 2005 is deemed as worthy of project implementation;

NOW, THEREFORE, on joint motion of Councilors Anselmo A. Aquino and Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve, as it hereby approves the Repainting of Fence at the Olongapo City Elementary School;

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the Program of Works of the aforesaid project be made as integral part of this Resolution.

A RESOLUTION EXPRESSING STRONG SUPPORT FOR THE PASSAGE OF SENATE BILL NO. 643, ALSO KNOWN AS “AN ACT EXEMPTING THE
BANK DEPOSITS OF SENIOR CITIZENS FROM THE 20%
WITHHOLDING TAX ON INTEREST INCOME”


WHEREAS, the City of Olongapo is committed to promote the well-being of its Senior Citizens as defined under Republic Act No. 7432;

WHEREAS, the Senior Citizens of our society have played a leading role in the present economic status of the country, by their significant financial contributions in the form of their withheld taxes during their productive years in their chosen work field;

WHEREAS, their retirement from service upon reaching the set age-limit has dramatically lessened their opportunities for income generation;

WHEREAS, most of the Senior Citizens only rely on their hard-earned retirement income to sustain their daily needs for the succeeding years of their lives, an income which is usually deposited in the bank for safe-keeping;

WHEREAS, R.A. 7432 provides income tax benefits for the elderly;

NOW, THEREFORE, on motion of Councilor Angelina B. Andrada, with the unanimous accord of the members of the Sangguniang Panlungsod present,

RESOLUTION NO. 12

A RESOLUTION AUTHORIZING THE CITY MAYOR TO CAUSE THE SOUNDING OF SIREN DURING A SPECIFIED TIME TABLE FOR REMINDERS AND WARNING

WHEREAS, time is a precious commodity that is always seriously considered in connection with warnings of disasters and reminders of tasks to be accomplished;

WHEREAS, the City is in possession of an apparatus whereby warnings and reminders of tasks can be conveyed to the entire populace;

WHEREAS, the siren, generally is for the public, for them to value time and be reminded of the importance of punctuality while the curfew siren is for the protection of minors and children. The emergency siren shall serve as early warning for city residents to be prepared for natural and man-made disaster;

WHEREAS, a massive information campaign shall be undertaken before the full implementation of this resolution shall take place;

WHEREAS, the following schedule be followed in the cases indicated:

1. Reminders of the start of the work day –

7:00 a.m. Monday through Friday. Three 5-second siren blasts.

2. Reminders of curfew -

Sunday – Thursday

1st ring: 9:00 p.m.
2nd ring: 9:30 p.m.

Friday – Saturday
1st ring: 10:30 p.m.
2nd ring : 11:00 p.m.
Three 5-second siren blasts.

3. Warnings of disasters such as typhoons, floods, widespread of fires five-one-second blast repeated for fifteen minutes. Information on the nature of the disaster may be secured from the Office of the City Mayor.

NOW, THEREFORE, on joint motion of Councilors Marey Beth D. Marzan and Brian Patrick H. Gordon with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the City Mayor to cause the sounding of siren during a specified time table for reminders and warning;

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that this resolution be distributed among all radio stations in the City and office of Colorview CATV for dissemination to the public.

RESOLUTION NO. 11

A RESOLUTION REQUIRING IMPLEMENTATION AND ENFORCEMENT OF ONE RATE, ONE PROVINCE POLICY AS MANDATED BY THE NATIONAL TELECOMMUNICATIONS COMMISSION (NTC) MEMORANDUM CIRCULAR NO. 14-7-2000 TO PUBLIC TELECOMMUNICATION ENTITIES CONCERNED

WHEREAS, pursuant to the provision of the NTC Memorandum Circular No. 14-7-2000 entitled, “Implementing Rules and Regulations (IRR) for the inter-connection of Authorized Public Telecommunications Entities (PTE)”, PTEs are directed to interconnect within a province ensuring that no additional cost will be borne by the consumers;

WHEREAS, the adoption of Memorandum Circular No. 14-7-2000 is long overdue for enforcement and implementation by Public Telecommunication Entities operating in the subject area since its implementation took effect last February 21, 2001;

WHEREAS, the application of the Local Calling Service Area had been specified in the said Circular as the areas forming part of the numbering plan, “47” is considered as the Local Calling Service Area. In this case, the subject area comprises Subic Bay Freeport Zone, Olongapo City and all local towns in the province of Zambales and Bataan;

WHEREAS, the implementation of ZERO NDD (National Direct Dialing) in the subject area would directly benefit more than 35,000 telephone subscribers in Zambales alone; with multiplier beneficial effect in social, economic and development activities because accessibility and affordability of telecommunications are within their finger tips;

WHEREAS, the City deems it best that Olongapo Telecom and IT Board having technical know-how, be tasked to oversee the full implementation of this resolution;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to require, as it hereby requires the Implementation And Enforcement Of One Rate, One Province Policy As Mandated By The National Telecommunications Commission (NTC) Memorandum Circular No. 14-7-2000 To Public Telecommunication Entities Concerned

A RESOLUTION AUTHORIZING THE CITY MAYOR AND CITY TREASURER TO NEGOTIATE WITH THE DEVELOPMENT BANK OF
THE PHILIPPINES (DBP) AND TO SIGN ALL DOCUMENTS PERTAINING
TO THE EXTENSION OF TERM OF THE P23.0 MILLION SHORT-TERM LOAN FOR ANOTHER 360 DAYS

WHEREAS, Section 22 of the Local Government Code of the Philippines provides that “Every local government unit, as a corporation, shall have the following powers such as to enter into contracts”;

WHEREAS, Paragraph c of the same section of the Local Government Code of the Philippines states that “Unless otherwise provided in this Code, no contract may be entered into by the local chief executive in behalf of the local government unit without prior authorization by the Sanggunian concerned”;

WHEREAS, Section 455 of the aforementioned Code further states that the City Mayor, as the chief executive of the City Government, shall exercise such powers and perform such duties and functions as provided by this Code and other laws; represent the city in all its business transaction and sign in behalf all bonds, contracts, and obligations and such other documents upon authority of the Sangguniang Panlungsod or pursuant to law or ordinance;

WHEREAS, pursuant to power granted by the said Code, this City through the local chief executive has availed of P23.0 million back-to-back loan from DBP for the construction of the Olongapo City Commercial and Cultural Center;

WHEREAS, the said loan was granted last December 2003 under the same interest rates with the city’s long term P84.0 million loan agreement;

WHEREAS, the city has already negotiated with DBP for the increase of the loan package to reflect the conversion of the short-term loan to long-term loan;

WHEREAS, since the application is under process with DBP, there is a need to extend the short-term loan for another 360 days;

NOW, THEREFORE, on motion of Councilor Noel Y. Atienza, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the City Mayor and the City Treasurer to negotiate with the Development Bank of the Philippines (DBP) and to sign all documents pertaining to the extension of the term of the P23.0 Million short-term loan for another 360 days.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the letter of the City Mayor dated January 19, 2005 shall form as an integral part of this Resolution.

ORDINANCE NO. 11
(Series of 2005)

AN ORDINANCE DECLARING PORTION OF THE MAIN THOROUGHFARE
(PRIMARY STREETS) AND SIDE STREETS (SECONDARY STREETS) AS
PAY PARKING AREAS IN THE CITY OF OLONGAPO


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. All city streets in the City of Olongapo with a width of six (6) meters and with set back for sidewalk is hereby declared as pay parking area. Excluding areas which are six (6) meters from an intersection or corner and other areas which by law or ordinance is declared prohibited for parking roads used as alternate route for public utility vehicles such as Brill and Anonas Streets (West Bajac-Bajac) Corpuz Street (West Tapinac).

The following main thoroughfare shall be declared as pay parking areas:

a. Left Side of Magsaysay Drive facing main gate of SBMA from Volunteers traffic circle to Gordon Avenue.

b. Both Sides of Rizal Avenue from Volunteers traffic circle to three (3) meters before the corner cast and west 1st street.

c. Left Side of Rizal Avenue facing south from Volunteers circle to Ulo ng Apo traffic circle.

d. Left Side of 19th Street (National Highway) from Ulo ng Apo circle towards Mabayuan Bridge.

e. Left Side of Rizal Avenue from 19th Street to 27th facing south.

SECTION 2. The City Barangay Councils and the office of the City Engineer shall identify these streets within their jurisdiction.

SECTION 3. There shall be only one side parking left side facing the streets of Rizal Avenue, Magsaysay Drive, Gordon Avenue and Otero avenue, Acacia, Waterdam Longroad, F. Manalo Highway, Rizal Street (Bo. Barretto) Filtration Street, Sta. Rita and other main streets of each barangay.

SECTION 4. All access to driveways shall remain free and accessible and should not be blocked to include jeepneys stops for loading and unloading and fire lanes.

SECTION 5. The City Engineering Office shall paint markings in the following manner and designation:

a. Loading and Unloading Area - shall have lines to accommodate five (5) vehicles at a time.

b. Pay Parking Area – white painted gutter with wording pay parking only

c. No Parking Area – yellow painted gutter with wording no parking

d. Fire lane – red painted gutter with the working fire lane

It shall be the duty of the City Engineering Office to construct and display adequate signage's for the education of the public especially upon entrance of the city at Cabalan and Kalaklan Highways

The city through the traffic board shall conduct public information drive to inform and educate the public on a regular basis to the implementation of this Ordinance.

SECTION 6. All residents of Olongapo who owns a motor vehicle may apply for an annual parking sticker at the office of the business permit section. The office shall require submission of the following documents to ascertain ownership of vehicle and address of the owner:

a. Copy of the original official receipt and certificate of registration of the motor vehicle.

b. A barangay certificate ascertaining the exact residence of the owner.

SECTION 7. The business permit section after processing shall advice thru a bill to be paid to the City Treasury Office the amount hereby set:

a. 2 to 3 wheeled motor vehicle peso per day – PhP365 per annum or equivalent to PhP1.00 per day

b. Car, vans and jeeps – PhP730 per annum or equivalent to PhP2.00 per day

c. Trucks/busses (up to 6 wheeler only) – PhP1,460.00 per annum or equivalent to PhP4.00 per day

SECTION 8. The official receipt issued by the office of the City Treasurer shall be the proof for the issue of an annual parking sticker. There shall be a proper log of this issued sticker. The renewal of this sticker shall be yearly based on the ending number of the vehicles registration plate of the vehicle. The following schedule is to observe.

February - Ending 2 August - Ending 8
March - Ending 3 September – Ending 9
April – Ending 4 October – Ending 0
May - Ending 5 November – Ending 0
June - Ending 6 December – Ending 0

SECTION 9. The sticker shall be placed on the right side of the front windshield of a vehicle. All vehicles with an updated sticker shall not be charged by the parking attendant and shall be free from using the designated parking area on first come first serve basis.

SECTION 10. All vehicles which has no parking stickers shall be approached to pay parking ticket by parking attendants thirty (PhP30.00) per day.

SECTION 11.

a. Vehicles which are abandoned and unattended without sticker shall be subject to be towed by authorized towing agency of the city.

b. This shall be impounded in the city impounding area designated by the City Mayor.

c. Release of impounded vehicles is subject to payment of impounding fee based on Ordinance No. 37, Series of 1998.

d. Towing shall be guided by Ordinance No. 97, Series of 1999.

e. Unclaimed vehicles after sixty (60) days shall be subject to public auction.

The Office of the City Treasurer in coordination with the Office of the City Mayor shall initiate and submit the guidelines to the Sangguniang Panlungsod for approval before implementation of the same.

SECTION 12. Prohibited to Park. All private vehicles, equipments which are heavy beyond truck or bus capacity are prohibited to occupy space in the designated parking areas. Violation of this rule shall subject the owner from paying a fine of:

1st Offense - PhP1,000.00
2nd Offense - PhP3,000.00
3rd Offense - PhP5,000.00 and filing of applicable charges in the City Court of Olongapo.

The vehicle or equipment found in violation of this Ordinance shall be impounded and towed to the city impounding area at the expense of the owner. The following impounding fee shall be charged under Section 4 of Ordinance No. 37, Series of 1998.

Unclaimed within sixty (60) days shall be subject to public auction with the same provision of Section 1E of Ordinance No. 97, Series of 1999.

SECTION 13. Business establishments may avail of parking areas opposite their place of business upon application of annual parking sticker to be displayed by their customers on their parked vehicle. Such priority shall only be for the space limited to 1 to 2 vehicles within 30% of available space.

SECTION 14. There shall be no double parking.

SECTION 15. There is hereby created under the office of Business Permit parking attendants who shall monitor, issue and collect parking tickets. The office may also recommend if not feasible the management of a contractor or contractors regarding the implementation of this ordinance subject to the approval of the City Mayor and the City Council.

SECTION 16. The Office of the Traffic Management shall issue citation tickets to erring drivers found in violation of this Ordinance. They shall assist the accredited parking attendants in the implementation of this Ordinance.

SECTION 17. Penalties. Person or persons found in violation of part or parts of this ordinance shall be fined in accordance to the traffic citation system of the city.

1st Offense - PhP300.00
2nd Offense - PhP500.00
3rd Offense - PhP1,000.00 or imprisonment of not more than 2 days upon the discretion of the Court.

SECTION 18. All funds accruing to this Ordinance shall be deposited in a trust fund for the purpose of improvement and development of a public parking area in the city.

SECTION 19. Expenses needed for the implementation of this Ordinance in its initial period shall be charged from any available funds of the city with the traffic citation.

SECTION 20. Any part or parts of this ordinance inconsistent with any previous ordinance shall prevail and consider the former as modified repealed or amended.

SECTION 21. Any part of this Ordinance which may violate any law or constitution shall not render the other parts of this Ordinance in effect after its approval.

SECTION 22. This ordinance shall take effect upon the approval of the City Council and after complying with legal requirements of a public hearing.

TO THE ITEM SALARIES AND OTHER BENEFITS UNDER PERSONAL SERVICES FROM THE TRUST FUND ACCOUNT OF GORDON COLLEGE


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Four Hundred Fifty Thousand One Hundred Seventy Pesos (PhP450,170.00) is hereby appropriated to the Item Salaries and Other Benefits under Personal Services sourced from the transfer of accumulated tuition fees collected and deposited under the Trust Fund Account, in trust for the Gordon College to wit:

A RESOLUTION APPROVING THE CITY PRIORITY PROJECTS AMOUNTING TO TWENTY SEVEN MILLION FOUR HUNDRED THIRTY SEVEN THOUSAND EIGHT HUNDRED FIVE AND 67/100 (PHP27,437,805.67)

WHEREAS, the City Government prepared a line-up of priority projects for completion this year;

WHEREAS, the said projects include various repainting works for most of the schools in the City, construction programs, concreting of roads and renovation works assessed as worthy of implementation;

NOW, THEREFORE, on motion of Councilor Anselmo A. Aquino, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve, as it hereby approves the City priority projects amounting to Twenty Seven Million Four Hundred Thirty Seven Thousand Eight Hundred Five And 67/100 (Php27,437,805.67).

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the Program of Works of the said projects be made as integral parts of this Resolution.

Let copies of this resolution be furnished to the DILG, and the concerned organization for their information and record.

A RESOLUTION ACCREDITING PEOPLE’S RECOVERY, EMPOWERMENT AND DEVELOPMENT ASSISTANCE (PREDA) FOUNDATION FOR THE PURPOSE OF MEMBERSHIP IN LOCAL SPECIAL BODIES IN OLONGAPO CITY PURSUANT TO THE PROVISIONS OF REPUBLIC ACT NO. 7160 OTHERWISE KNOWN AS THE LOCAL GOVERNMENT CODE OF 1991

WHEREAS, the People’s Recovery, Empowerment and Development Assistance (PREDA), is an accredited and licensed Non Government Organization by the Dept. of Social Welfare and Development operating in the City of Olongapo since 1974;

WHEREAS, as an institution, PREDA operates and maintains a rehabilitation center for drug dependents and a residential center for children and youth in specially difficult circumstances in Olongapo City;

NOW, THEREFORE, on motion of Councilor Gina G. Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to accredit, as it hereby accredits People’s Recovery, Empowerment And Development Assistance (PREDA) Foundation For The Purpose Of Membership In Local Special Bodies In Olongapo City Pursuant To The Provisions Of Republic Act No. 7160 Otherwise Known As The Local Government Code Of 1991.

A RESOLUTION STRONGLY AND FAVORABLY INDORSING LUCKY V. LEE, MARVIN B. LIM, GLENN L. RIANZARES AND RETCHEL B. PEDIDO TO THE OFFICE OF THE CITY MAYOR FOR APPOINTMENT AS NURSES IN JAMES L. GORDON MEMORIAL HOSPITAL

WHEREAS, the state shall give priority to education, science and technology arts, culture and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development;

WHEREAS, City Ordinance No. 9 dated 24 February 1999 created the Olongapo City College now called the Gordon College to provide wider opportunities and alternatives more particularly to city residents in their continuous pursuit for higher and quality education;

WHEREAS, since its inception and operation, Gordon College as a city-owned institution, has demonstrated its educational competitiveness and immediately gained the reputation of producing high caliber and distinguished graduates comparable to those who completed their education in the well known colleges and universities of Metro Manila;

WHEREAS, there is a compelling and pressing need to maintain the present state of Gordon College if not to further improve its overall administration aimed at realizing the best breed of graduates;

WHEREAS, one of the measurements of the quality of learning an educational institution offers is through the result of the licensure examinations;

WHEREAS, the extensive sacrifice, effort and rigorous student life can not be discounted as one of the factors in achieving high passing rate;

WHEREAS, it is incumbent upon this august body to recognize and provide incentives to successful graduates and board passers in order that other students may emulate them;

WHEREAS, last December 2004, the following students successfully passed the board examination for Nursing: Lucky V. Lee, Marvin P. Lim, Glenn L. Rianzares, Retchel B. Pedido;

NOW, THEREFORE, upon unanimous accord of the Members of the Sangguniang Panlungsod present;

WHEREAS, Ms. Lilia Ubungen Ibasco, Master Teacher II and Principal of Boton Elementary School is due for retirement after spending 30 remarkable years in the field of education;

WHEREAS, the City recognizes her all-around professional excellence in teaching and her leadership in spearheading programs and projects, which were instrumental in the improvement of the quality of learning at the Boton Elementary School;

WHEREAS, through her very satisfactory instructional competence, dedicated services and hardwork, Ms. Ibasco had exceeded the school’s goals in various subjects of learning. For these achievements, she had garnered numerous awards of excellence;

WHEREAS, the investigatory project “cooking oil can oven / toaster and broiler” adjudged as first place in the Division Search for the Ten Outstanding Young Scientists (TOYS) in 1993, the Mathematics project which won first place in the Department of Education, Culture and Sports - Department of Science and Technology (DECS-DST) in the Summer Institute in 1994, and the various certificate of merit as demonstration teacher serve as her legacy as one of the best educators in the City;

WHEREAS, the City of Olongapo is proud and honored to have achievers like her in the department’s helm and wishes that her retirement will usher her to the next level of success in other fields of endeavor;

WHEREAS, Section 22 (a) (5) of the Local Government Code of the Philippines states that every local government unit, as a corporation shall have the power…..

WHEREAS, the power to enter into contracts includes the power to obtain a loan from any refutable financial institution provided a prior authorization and ratification of the said contract of loan by the local legislative body;

WHEREAS, the City of Olongapo has acquired a loan from Development Bank of the Philippines and the Land Bank of the Philippines;

WHEREAS, the City has initially applied for a 65 Million facility from the Land Bank of the Philippines in its letter dated December 8, 2004 has approved an additional loan package granted by the Development Bank of the Philippines;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, with the majority decision of the members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor and the City Treasurer to avail only the Php2.9 Million loan package from the Development Bank of the Philippines to settle outstanding obligation consisting of the construction of the escalator at the Olongapo City Mall out of the Php4.5 Million additional loan package from the Development Bank of the Philippines;

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that no amount will be released by the Development Bank of the Philippines until such time that the escalator will be in good running condition.

FOR SERVING AS RURAL HEALTH PHYSICIAN I FOR 35 PRODUCTIVE YEARS AT THE CITY HEALTH DEPARTMENT


WHEREAS, with the great demand for medical health practitioners in the rural health areas in the country, it is truly heroic for a rural health physician to have chosen to render ones service in this field meagerly compensated as compared with the lucrative life one may achieve from a successful private practice;

WHEREAS, Dr. Elladora Molina, a rural health physician at the City Health Department has sincerely dedicated her time and effort doing medical services in the community particularly at Barangays Kalalake and Asinan, and has actively participated in several outreach programs/medical missions of the City;

WHEREAS, upon her retirement in government service after 35 years of public service commitment, still seeks to direct her expertise to continually respond to the needy through her involvement as an active member of several religious society and civic organizations such as the San Lorenzo Parish Church, Legion of Mary Immaculate and the Olongapo City Medical Society;

A RESOLUTION COMMENDING AND SUPPORTING THE ANTI-SMUGGLING CAMPAIGN OF GENERAL (RET.) JOSE M. CALIMLIM, SBMA’S SENIOR DEPUTY ADMINISTRATOR FOR OPERATIONS AND HEAD OF ANTI-SMUGGLING TASK FORCE OF SUBIC BAY METROPOLITAN AUTHORITY (SBMA)


WHEREAS, General Jose M. Calimlim, duly appointed by President Gloria Macapagal-Arroyo, heads the Anti-Smuggling Task Force with the main objective to stop the illegal activities in Subic that reportedly cost the government millions in revenue losses annually;

WHEREAS, with only less than six months after his appointment, Gen. Calimlim has effectively and successfully curbed smuggling in Subic especially the rampant smuggling of luxury vehicles and imported second hand vehicles into the country;

WHEREAS, on December 2004, he blocked the smuggling attempt of luxury vehicles worth Php4.0 Million and highly dutiable electronics equipment worth millions of pesos misdeclared as two used Delica Vans. He likewise, seized and confiscated smuggled contrabands like expensive brand watches and fine jewelries studded with diamonds and other gemstones valued at Php25.0 Million on January 5, 2005;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;
